Background / History

Six years after the Second’s death, Hiruzen had held the Hokage office for five years. During the border conflicts following the First Shinobi World War, he earned public recognition as the “Shinobi Hero” by suppressing forces from the Land of Hot Water with his Five Elements: Great Combo Technique. 8

His early rule lacked broad support among Konoha’s major clans. Uzumaki Mito’s backing restrained open opposition, while the Hyuga and Uchiha clans in particular did not regard him highly. Hiruzen’s choice to appoint Sarutobi clansmen as guards and permit Danzō to establish Root also became targets of criticism. 6 8

Dou Huan’s outspoken support gave Hiruzen a new political direction: rather than seeking approval from powerful clans, he could build support among Konoha’s civilian ninja population. Hiruzen protected Dou from clan retaliation, quietly arranged low-risk missions for him, and used the following two years to suppress much of the village’s open dissent. 8

Dou later died protecting an escort client from bandits and rogue ninja. Feeling responsible despite his efforts to keep Dou safe, Hiruzen visited Dou’s widow, Takako, and left a ninjutsu scroll for Dou’s unborn son, Touma. 8

Personality

Hiruzen generally favors conciliation and avoids direct conflict, a tendency that leaves him strained by Konoha’s competing clans, Root, and the demands of wartime leadership. He is conscious of the limits of his authority: unlike other Kage, he cannot simply command the Hyuga, Uchiha, Senju, and other powerful clans without destabilizing the village. 6 36

When Konoha or its people are endangered, he becomes decisive and severe. He personally intervenes during the reversed-barrier incident rather than wait for the barrier’s chakra to run out, and he forcefully reasserts his authority when Danzō attempts to dictate policy over Kushina and a possible war with Kumogakure. 7 24
