Not all of those civilians were oppressed people harboring pent-up anger and a desire to resist. Some supported the warlords. Quite a few spies and saboteurs may survive under your protection."

"Then those spies and saboteurs will be brought into the cities you establish, where they will cause you one problem after another."

Qin Mo shook his head. "The spies and saboteurs among those civilians will be sent to transit stations along with everyone else. Then artificial intelligence will examine every one of them, making multidimensional assessments of their psychology, behavior, and past. Those found to be free of problems can be assigned to live normally in the cities. Even if there are spies so capable as to be astonishing, once they infiltrate the cities, they will have to deal with drones and security automatons."
