The second tier was the sub-legions!
The so-called sub-legions were formed by selecting portions of the forces from each of the ten legions established by the Sons of Solam and organizing them into smaller legions. Every Sons of Solam legion had to command at least ten sub-legions, with no upper limit. The individual legions could decide the size of their own sub-legions, but one requirement was mandatory: the combined total strength of these sub-legions had to be twice that of their parent legion!
These sub-legions served as supplements to the ten Sons of Solam legions. They would provide support and coordination around the ten parent legions, acting as their assistants. Naturally, there were requirements for their combat strength as well, though these rules were not set in stone and depended on each legion's needs. For example, the Alpha Legion had relatively high standards for its sub-legions. After all, this was not the Alpha Legion's main focus; stronger sub-legions could reduce the parent legion's losses. In contrast, the Frost Wolf Legion's standards were somewhat lower, as its sub-legions served purely as support.
The third tier consisted of ordinary troops. Their organization and training requirements were not particularly strict; Solam's vast forces merely needed to undergo a series of reorganizations and training sessions. In any case, they were the true auxiliary legions, meant for wars of attrition. In siege battles, for instance, they would become the main force after the cannon fodder, tasked with exhausting as much of the enemy's main force as possible and creating opportunities for the first- and second-tier troops.
Solam had clearly gone to reason with Horus, yet in the end, he was the one who had been persuaded. The realization left Solam both amused and exasperated. Fortunately, he was not particularly stubborn, and he was not incapable
