Background / History

Konoha was founded alongside the Land of Fire and is rooted in exceptionally fertile territory. The Uchiha and Senju are both recognized as its founding clans. 5 103

Following the First Great Ninja War and the death of the Second Hokage, Sarutobi Hiruzen struggled to secure his position against Senju opposition. Uchiha Great Elder Kyo backed Hiruzen’s candidacy out of respect for Kagami Uchiha, helping clear the way for Hiruzen’s inauguration as the Third Hokage. 5 6 16

Clan politics

Konoha’s major clans traditionally govern their own internal affairs. This principle becomes a source of tension when clan disputes threaten village stability, including the Uchiha conflict with Root and the Hyuga Clan’s internal succession crisis. 68 109 112

Hiruzen initially sought to incorporate Keigo Uchiha and, by extension, the Uchiha Clan into his Hokage faction. As Keigo’s influence, military prestige, and support among other clans grew, Hiruzen became increasingly wary of Uchiha power. 9 134 151

After the war, Hiruzen and allied elders manipulated the Fourth Hokage selection in Minato Namikaze’s favor while Keigo was absent. Keigo later returned after absorbing the Chakra Fruit and was elected Fourth Hokage, forcing a decisive shift in Konoha’s leadership. 151 153

Transition to the Divine Nation

Following Keigo’s ascension, the Shinobi World unified. Three years later, the Divine Nation was established under Keigo and his divine envoys, who maintained peace across the unified world. 153

Institutions

Ninja Academy

Konoha’s Ninja Academy trains young shinobi, including elite classes composed of heirs from major clans. Students receive foundational instruction in chakra control, taijutsu, hand seals, and practical combat. 8 16 18

Konoha Police Force

As Uchiha Clan Head, Keigo planned to restructure the Konoha Police Force around personal loyalty rather than combat strength or Sharingan development. His intended recruitment policy accepted members with one-, two-, or no awakened tomoe, on the expectation that they could later develop into capable Three-Tomoe Sharingan users. 64

The force was also used in Keigo’s confrontation with Root after the attempted assassination of Uchiha Great Elder Kyo. 68

Foreign Relations

• Land of Snow — Konoha established an alliance and mutual-assistance relationship with the neutral nation after Keigo exposed Kazahana Dōtō’s treachery. The Land of Snow agreed to send researchers to study in Konoha and assist Keigo, while Konoha gained access to observe its steam technology. 99 101 102
• Sunagakure — Sunagakure invaded the Land of Fire, alleging that Konoha had assassinated its Kazekage. Konoha responded by entering Level One combat readiness and launching a counteroffensive. 125
• Kumogakure — Relations were marked by abductions, defections, and warfare. Kumogakure’s kidnapping of Uzumaki Kushina and its later invasion of the Land of Fire became major catalysts for Konoha’s retaliation. 29 40 136
