Of the three, Eileen looked at Patrick Zala, then changed the subject with another question.
"Zala, why did you suddenly bring this up?"
Patrick answered without hesitation.
"I was just talking with Felix, and we happened to touch on this."
The three thought nothing more of it and instead began considering how PLANT's current political system should be reformed.
Patrick was the first to break the silence.
"I intend to change the current practice of council members holding other posts. Council members should serve solely as legislators, responsible only for drafting PLANT's laws and making major policy decisions.
"They would no longer handle specific matters such as PLANT's administration, military and national security, or judicial rulings."
Once he understood, Herman asked Patrick a question in return.
"Does that mean we would have to step down from our other posts?"
Patrick looked at Herman and nodded in confirmation.
Herman asked no further questions and voiced his support instead.
"I support this change!"
"So do I!"
"Agreed!"
Hearing their support, Patrick continued.
"Once the Council approves it, we'll begin separating these roles from the top down. We must ensure that members of PLANT's Supreme Council, the sixty-member assembly, and the city councils are separated from specific administrative posts, ending the practice of holding both at once."
"Yes!"
The three nodded to Patrick and answered in unison.
Patrick continued.
"Besides that, I intend to merge the sixty-member assembly with PLANT's Supreme Council. We'll retain the name PLANT Supreme Council, but expand its membership from twelve to sixty."
Eileen frowned at the proposal, then pointed out a practical difficulty.
"Zala, with that many council members, convening meetings at a moment's notice would be both troublesome and cumbersome."
Looking at Eileen, Patrick agreed that the change would indeed pose some practical difficulties, and began considering
