Felix pulled out a chair and sat down heavily at the desk. The office looked a little empty. With the Defense Committee short of people everywhere, he began considering candidates for its committee seats.
As he thought it over, Yalik came to mind. Yalik had been with him every step of the way.

Two days later, in the chairman's office at the PLANT Defense Committee building, Felix looked over the completed list of four committee members and the people assigned to other posts, then sent it to Patrick Zala over the communications network.
A minute later, Patrick Zala called.
"Speaker!"
Felix stood and saluted when he saw him.
Patrick Zala nodded, then spoke.
"I've reviewed the list. There are basically no issues. I'll convene the Standing Committee shortly to review and approve it."
"Thank you, Speaker," Felix said.
Patrick Zala waved off the thanks.

A day later, Felix sat at the head of a conference table in the Defense Committee building in District One, Dissenbell City. Looking at Yalik, Ingla, Thorpe, and Darren, he cleared his throat and spoke.
"The Defense Committee has now been established. Our next task is to reform ZAFT into a regular military force.
"We need to make sure ZAFT leaves its former status as a militia behind and joins the ranks of regular armed forces.
"What are your thoughts on the reforms?"
"Chairman, if we want to make ZAFT a regular force, I think the first thing we must do is abolish the rule that lets people leave whenever they want. We also need to set a minimum term of service for ZAFT soldiers."
