Background and History
Shinnō led the Sky Ninja after the Land of Sky was destroyed during the Second Shinobi World War. Seeking revenge against Konoha, he entered the village as a traveling physician to obtain records of the Eight Inner Gates and the Zero-Tails technique. His medical knowledge won the Third Hokage’s approval, allowing him to treat patients and train doctors at Konoha Hospital 27.
He copied material from Konoha’s restricted library but was captured by Uchiha Akashi and taken to Orochimaru’s laboratory. Under coercion, he surrendered his Body Regeneration research and became a test subject for Orochimaru’s Heaven Cursed Seal. Akashi later let him leave with the Eight Inner Gates formation and Zero-Tails formula 30 31 32 35.
Shinnō subsequently used the Land of the Moon’s wartime disorder to nourish the Zero-Tails. He posed as both Konoha and Kumogakure ninja while raiding settlements, until a clash with Cloud ninja exposed his enhanced strength. Zetsu noticed the fight and brought him to the attention of the Sin Organization 226 227.
After Shinnō’s Zero-Tails lost to Yomi’s Seven-Tails, he surrendered and joined Sin. He assisted Hiruko’s research and treated his injuries, while continuing his own work on the Zero-Tails. Orochimaru later pressed him to gather information on Hiruko’s Chimera Technique and Yomi’s abilities, offering artificial tailed-beast research in return 229 238 243 257.
Appearance
Shinnō appears as a bearded man with brown hair. His unassuming build changes sharply when he activates his bodily techniques 226 227.

Personality
Shinnō presents himself as a kindly doctor but is committed to revenge against Konoha. He is cautious about direct fights, preferring disguises, escape routes and retreat when stronger opponents may arrive. When trapped or underestimated, he fights fiercely 27 226 227.
Survival takes priority over pride or allegiance. He surrenders to Sin when its power overwhelms him and later abandons Hiruko during a fight against the Raikage and a jinchūriki. His fear of Orochimaru persists even after both belong to the same organization 229 243 257.
