Background / History

Formation

The Human Federation was conceived by Tang Shizhe as a federal union of eight states: Mali, Tanzania, Kenya, Lijian, the Sunset Empire, Gaul, Yidaili, and Xiba. Before the union was announced, Black Mask International had already replaced the militaries and law-enforcement systems of all eight countries. 349

Tang Shizhe compelled the eight presidents to accept the arrangement, threatening them through the Bio-chips implanted in their bodies. Their former governments retained limited autonomy, while the federal government assumed authority over taxation, finance, defense, diplomacy, currency and banking, immigration, foreign trade, welfare, postal services, and scientific and artistic development. 350

Expansion and planetary unification

The Federation abolished tariffs among member states, allowed free population movement, extended Federation citizenship to all citizens, and planned to standardize welfare across its territories. It also declared that extraterrestrial territory could be claimed through occupation, with claims calculated by the population of space stations and bases. 350

Its expansion prompted the Bear Country to establish the Blue Star Association as a mutual-defense bloc. Many states in Heizhou, Europe, and Asia joined the association, while Ao Country and several South American states initially remained independent. 350

The Federation later used immigration, child-hibernation programs, and local referendums to accelerate unification. More than sixty percent of the world’s countries chose to merge within one month, while regions of remaining states held referendums to join separately. 370 371

By the time of the later consolidation, humanity had united under the Federation; national militaries were disbanded and former countries were reorganized into zones. The Blue Star Association collapsed, while the Anti-Titan Alliance was eliminated by Titan Group. 373

War mobilization and the Kaqi conflict

Facing an approaching alien fleet, the Federation entered prewar mobilization, issued war bonds, funded propulsion research with Titan Aerospace, and directed resources toward lunar and Martian development. 376

Its industrial base was reorganized around four orbital elevators, space stations, orbital shipyards, Mars defenses, asteroid mining, and weapon platforms extending toward Jupiter orbit. 386 390

During the war against the Kaqi, Federation fleets defended Mars and Blue Star despite inferior fighter speed and vulnerable early warship designs. Kaqi suicide ramming attacks exposed the fragility of Federation vessels derived from transport-ship designs. 415

The Federation later salvaged Kaqi wreckage to construct a fortress near Mars One Orbital Space Station, using the captured Kaqi mothership’s language and computer data to operate recovered equipment. 435

Incorporation of the Kaqi and renaming

After the Federation and the Kaqi Expeditionary Force jointly fought the Gawen Nematodes, the Kaqi formally surrendered and requested Federation citizenship without discrimination. 458 459

On November 1, Year 00, Tang Shizhe announced that the Human Federation would be renamed the Galactic Co-Prosperity Republic. The new system abolished former member-state governments, vested authority in a Republic Assembly, and retained private-corporate management of military and law-enforcement agencies. 459
