Background / History
Root and the Hokage ambition
Danzo studied under Tobirama Senju and later served as a Hokage assistant and Root leader. A veteran of three Shinobi World Wars, he secretly trained off-the-books Root personnel without Hiruzen’s knowledge. His trusted followers included war orphans whom he had personally raised and trained 9 69 135 231.
His resentment intensified when Hiruzen chose peace negotiations with Iwagakure and recommended Minato Namikaze as his successor. Danzo turned to the spirit Baishi, housed in the Ten Thousand Soul Banner within Root’s forbidden chamber, for a way to obtain the Hokage position 1.
Alliance with Baishi
Danzo supplied three young Root subordinates as potential vessels for Baishi. After Baishi possessed one, Danzo killed the remaining two with kunai; Baishi then absorbed their souls. Although disturbed by the spirit’s methods, Danzo continued the partnership 2.
Their bargain linked Danzo’s political ambitions to Baishi’s need for souls. Danzo agreed to support the creation of a perfect body through Konoha’s cloning technology and Orochimaru’s research, while Baishi would help him take Hiruzen’s body. Danzo understood that war would provide the souls his partner required 4.
Taking Hiruzen’s identity
Danzo confronted Hiruzen in a secret passage beneath the Hokage Rock, attacked him with Wind Release, and released the Ten Thousand Soul Banner’s black mist as Minato arrived. He later awakened in Hiruzen’s body, while Baishi placed Hiruzen’s soul in Danzo’s original body 6 10 11.
The exchange gave Danzo the public identity and authority of the Third Hokage. He repeatedly used that authority to humiliate Hiruzen, but eventually accepted successful peace talks in exchange for Hiruzen’s cooperation. He refused Hiruzen’s proposed commitment to step down for Minato within three years 12 16 17 21.
During the subsequent war, Danzo summoned Hiruzen whenever victory reports arrived, using them to argue that he was the more capable Hokage. His impersonation also disrupted Hiruzen’s family life: Biwako demanded a divorce after her apparent husband increasingly lived in the Hokage Building 42 43.
Breakdown of the impersonation
When Hiruzen moved to expose the deception to Biwako, their conflict escalated. Danzo killed two Root guards and escaped, then appeared publicly in Hiruzen’s body with a bleeding chest wound. He accused “Danzo”—the identity occupied by Hiruzen—of attempting to assassinate the Hokage and mobilized village forces against him 43 44.
Hiruzen’s reconciliation with Tsunade and Jiraiya threatened to expose Danzo. With his obedient Root personnel confined and ordinary ANBU likely to side with Hiruzen, Danzo again sought Shiraishi’s help 65.
Shiraishi proposed replacing the Kazekage and using Sunagakure to benefit Konoha from within. Although Danzo initially accepted, he subsequently resolved to make a final stand for the Hokage position. He reclaimed ten trusted Root followers and arranged a confrontation with Hiruzen at the Valley of the End, where explosives brought down Madara’s statue during their battle 66 67 69 71.
Fourth Kazekage and control of the Land of Wind
Danzo later replaced Rasa as the Fourth Kazekage. He initially regarded Sunagakure’s expansion as advantageous regardless of its outcome: success would vindicate his leadership, while failure could weaken Konoha’s rivals 82 107.
To overcome military-budget cuts, he hired Pain to assassinate the Land of Wind’s daimyo and troublesome officials. He then ambushed Pain’s group to silence them and reclaim the eighty-million-ryo payment. His gold dust severely wounded Yahiko, but Nagato’s Rinnegan and Demonic Statue forced him to retreat 107 115 118 119 121.
Danzo next exploited Takeo Ariwara’s bid for the throne, ordering Baki to purge targeted nobles during the resulting chaos. The operation produced enough wealth to cover Sunagakure’s military expenditure for at least a decade. By backing Masako Ariwara, the late daimyo’s only surviving heir, he also gained control over the country’s political authority 126 127 128.
He brought the nine-year-old Masako to Sunagakure under the justification of protecting her. Her dependence on him became a central means of maintaining his control over the Land of Wind 134.
Sunagakure’s reconstruction
With Chiyo and Ebizo’s support, Danzo expanded the Ninja Academy, rewarded non-clan ninja with access to conventional ninjutsu, and removed established clan figures who opposed his reforms. He also recruited wandering ninja and bounty hunters, supporting the enlarged military through the treasury 157 170.
Shiraishi’s Mechanical Puppet Technique gave Danzo another solution to Sunagakure’s manpower shortage. After initially prioritizing powerful individual puppets, he adopted Shiraishi’s proposal for standardized components, divided production, and rapid repairs. Sasori and Chiyo helped develop the production system 134 137 154.
Danzo also arranged for the souls of the Second and Third Kazekage, Monzaemon, and Pakura to be summoned. He delayed awakening the former Kazekage to prevent their prestige from interfering with his rule, while immediately employing Monzaemon and Pakura 170.
Defection and the new era
As his family relationships deepened, Danzo began considering Sunagakure’s future rather than treating it solely as a tool. When Shiraishi requested a betrayal of the Allied Shinobi Forces, Danzo sought assurances that his followers would have a hopeful future after victory 231.
He publicly allied Sunagakure with Madara, promising its people fertile land and prosperity rather than continued desert hardship. He rejected Hashirama and Tobirama’s appeals to abandon the alliance and fought his former teacher on the battlefield 234 236 237 241 244.
Following the Allied Forces’ surrender, Danzo helped organize the resettlement of defeated shinobi. Over the next three years, he shifted toward government appointments, commercial investment, and competition for national resources, recognizing that the new order made military violence both ineffective against its rulers and increasingly unlawful 254 276.
Appearance

His preferred strategy is “sustaining war through war”: conquest supplies the resources needed for further military expansion 4 107 155.
His fixation on Hiruzen makes political success deeply personal. He delights in occupying the Hokage’s seat before his rival, repeatedly flaunts battlefield victories, and treats Hiruzen’s claim that he never considered Danzo a rival as an intolerable insult 16 21 42 71.
He is perceptive, pragmatic, and attentive to leverage. He quickly identifies Baishi’s need for souls, understands the value of standardized puppet production, and tolerates Sasori’s coldness so long as he remains useful and obedient. He nevertheless resents his dependence on Shiraishi and knows that he lacks the strength to resist him 4 135 137 170.
Life as Rasa changes his priorities. Initially uncomfortable with marriage and children, he develops affection for Karura and his family. By the time he prepares Sunagakure’s defection, he fears how they would judge his stolen identity and recognizes that his old and new lives have become inseparable 109 121 171 179 231.
