Background
Waterdeep rose into one of Faerûn's foremost cities through its harbor, trade, powerful defenses, tolerant policies, magical tradition, and the leadership associated with the great mage Aghairon. Its wealth and scale expanded steadily, and the city is described as unmatched elsewhere on the continent. 17
The city is also a center of invention and innovation, surpassing other Sword Coast cities in this regard. Its residents take considerable pride in Waterdeep's prosperity and cosmopolitan culture, sometimes assuming there is little they have not already encountered. 17
Waterdeep's openness extends to merchants, adventurers, mages, and people of friendly races; even suspicious visitors are ordinarily admitted after routine inspection. The city relies on its defenses and government to absorb the risks accompanying this tolerance. 17

Security and Political Climate
City guards maintain order at Waterdeep's gates, conducting routine inspections while warning arrivals not to cause trouble. 17
By Ryan Chris's return, the city is politically unstable. The Zhentarim and Harpers have clashed several times in the Dock Ward, while the Mages Guild has become unusually active; Count Chris compares the situation to a volcano that could erupt at any time. 18
The unrest traces back to news of a Netherese ruin in the Sword Mountains. Although the Mages Guild attempted to contain information about the site, the leak drew Zhentarim interest and intensified the struggle around Waterdeep. 23
