As one of the first ports of Raging Wave City, Cape Port once enjoyed a long period of glory.
Later, as the city center shifted, Cape Port gradually lost its former splendor. Coupled with the influx of gangs, their territorial disputes, and the smuggling needs of the wealthy and powerful, the filth and chaos made it difficult for the Empire to effectively regulate the area.
Over time, as long as Cape Port paid its taxes on time, the City Hall tacitly allowed it to operate under a different order.
The gangs in the Cape District controlled the port by dominating the dockworkers, and several large shipping fleets also held significant influence at the docks.
Yesterday, Hamilton, the captain of the Lucky Princess, was shot and killed by the newly appointed Meteor Detective Chief, causing quite a stir in Cape Port.
Immediately following this, "evidence" of Hamilton's involvement in the assassination of the previous Secret Intelligence Bureau chief was released, and the Secret Intelligence Bureau promptly seized all of Hamilton's assets.
This included the confiscation of the four cargo ships belonging to the Lucky Princess.
The Lucky Princess was a large wooden merchant ship powered by both sails and a steam engine.
It had a total displacement of 5,500 tons and was equipped with ten smoothbore naval cannons.
The waterline area was covered with a layer of steel armor plating.
By the time Luke arrived by car, Pisco, who had arrived earlier, had already led his men to secure this section of the docks, with Imperial Secret Agents occupying every high point on the Lucky Princess.
The meeting with Sheriff Holt was set to take place on the deck of the Lucky Princess.
A table, two chairs, and a sun umbrella were set up.
Luke waited for a while before a motorcade bearing the insignia of the Security Bureau arrived at the berth where the Lucky Princess was docked.
With a large group of sheriffs securing the perimeter, Sheriff Holt boarded the ship.
The massive display of force by the Secret Intelligence Bureau and the Security Bureau drew the attention of the entire port. Soon, everyone in the city district knew that something major, affecting everyone in the Cape District, was about to happen here.
"Sheriff Holt, please, have a seat."
Luke shook hands with Holt warmly before inviting him to sit on the other side of the negotiation table.
Kailina served them a cup of coffee and then stood behind Luke, her hand secretly gripping the Magic Wand hidden inside her sleeve.
Pisco stood on the bridge, his eyes scanning the sheriffs who had boarded the ship.
The other Imperial Secret Agents kept their hands on their sword hilts, ready for battle at any moment.
Seeing the formation laid out by the Secret Intelligence Bureau, Holt looked at Luke with displeasure and said, "Detective Chief Meteor... you and I are both high-ranking Imperial officials; our meetings should take place in a formal setting."
"The way you're doing things looks like a gang member, which damages the dignity of the Empire."
Luke picked up his coffee, took a small sip, and set it back down.
"Sheriff Holt, you've misunderstood. I just happened to be here investigating the case of Hamilton assassinating the former Secret Intelligence Bureau chief, and since you were in such a hurry to see me, I chose this location for our meeting."
"If you feel that talking here damages the dignity of the Empire..."
"You can wait until I finish the investigation, and then we can set another time to meet in a place that befits our status."
Set another time?
By this afternoon, the entire Security Bureau and Secret Intelligence Bureau of Raging Wave City would be shifting their focus to capturing the Elf, Clear Sky. The big shots above had already stated that the struggle for control over the Cape District docks could be set aside; the safety of the city was the top priority.
Currently, the Elf, Clear Sky, was in possession of the Heart of Red Dragon Nilcolon, the Book of Calamity, and the Ruihuo Wand.
Given her strength, which allowed her to contend with Wilfred, heaven only knew what shocking acts she might commit in Raging Wave City.
The city's elite had all heard that the Elf, Clear Sky, had killed over a hundred people in the Cape District in a single night.
Such things could happen in the Cape District.
But they absolutely could not happen in the Rich District!
Holt had sought out Luke this time specifically to join forces and suppress the gang warfare over the docks.
If he couldn't resolve this before the City Hall meeting in the afternoon, his current position would very likely be at risk.
Holt was under immense pressure.
"Detective Chief Meteor. The situation is urgent; we don't need to set another time. You should already be aware of what happened at Aolu Academy last night."
"The Elf, Clear Sky, is extremely dangerous. The City Hall is holding a city safety meeting this afternoon specifically to concentrate all forces on capturing her."
"The fighting happening over at the Mad Axe Gang will affect the coordination of all the city's security departments. As important institutions in the Cape District, the Security Bureau and the Secret Intelligence Bureau have an obligation to quell this incident as soon as possible."
"You and I will issue the order right now."
Luke chuckled and replied, "I said long ago not to fight; it's just that some people are too greedy."
"Since you, Sheriff Holt, are calling for a stop, I can give you that face."
"But how will the docks be divided?"
Holt said, "We are both Imperial officials; the docks are not under the jurisdiction of the Security Bureau or the Secret Intelligence Bureau. I think it's best to follow their own rules: whoever occupies how much now, keeps it."
Luke's smile became even more contemptuous.
Since the death of Jumu, the Mad Axe Gang had completely withdrawn from the docks, and their interests had long since been thoroughly carved up. Even the dock interests controlled by other personnel under the Secret Intelligence Bureau had been encroached upon significantly.
Whoever occupies how much keeps it.
They had guarded the Mad Axe Gang Headquarters for two nights and so many people had died—was that all for nothing?
"Sheriff, you are being very insincere."
After saying this, Luke stopped speaking and instead picked up his cup again to slowly sip his coffee.
Holt said, "Let's divide it according to the current results first; we can talk more after we resolve the matter of the Elf Clear Sky."
"Hmph!"
Luke couldn't be bothered to pay him any mind.
If you lot could actually resolve the Clear Sky situation, I would have even less to discuss with you.
No rush.
It is better to wait for the Mad Axe Gang and Shelley to "have their say."
Seeing Luke drinking coffee incessantly, refilling his cup as soon as he finished one, Chief Holt felt anxious inside.
Yet, unwilling to show it, he could only hold his ground, hoping to secure more benefits for himself regarding the wharf interests.
However, before Luke could finish his second cup of coffee, a Sheriff hurried onto the ship and whispered a report into Chief Holt's ear.
Holt's expression turned extremely ugly in an instant, and he demanded of Luke, "Meteor Detective Chief, what are you trying to do! Why is the Mad Axe Gang killing people all over the Cape District?
Why is Black Mamba participating in the attacks with her secret agents as well!
Are you not afraid that the City Administration will hold you accountable for causing chaos in the Cape District during this period?"
Luke replied, "The Raging Wave City Administration has no authority to hold me accountable unless they overthrow the Golden Shield Imperial Family.
Therefore, you should be careful with your words, or the Secret Intelligence Bureau will investigate your stance.
Captain Black Mamba is executing my orders to hunt down the Elf Clear Sky in the Cape District. This is a commission from the City Administration to the Cape District Secret Intelligence Bureau; I have the original circular, and you are welcome to look at it if you wish.
As for the Mad Axe Gang...
The Elf Clear Sky killed their boss, Jumu, so there is nothing wrong with them seeking revenge against Clear Sky.
As for the issue of the dead, we still need to conduct further verification. It cannot be that just because you say they killed people, it means they killed people.
If they manage to capture the Elf Clear Sky, I will consider helping them apply for a Good Citizen Medal."
