During the ninja wars, the village that launched the most wars had to be Sunagakure.

Of course, it was not because Sunagakure's ninja were all warlike and thus took the initiative to start every conflict. Especially after the medicinal fields that served as Sunagakure's lifeline were attacked and all the herbs within them destroyed, Sunagakure, which was nearly on the verge of splitting apart, finally made the decision to launch an attack on the Land of Fire through its upper ranks while the Third Kazekage was absent. Moreover, to successfully assault the Land of Fire and seize its territory, Sunagakure's upper ranks had even begun secretly deploying troops to the borders of the Land of Wind.
