From the Third Hokage's order, Uchiha Yue could easily see Shimura Danzō's scheme behind it.

However, Uchiha Yue had originally intended to go to Kirigakure in the Land of Water and cause a major uproar anyway, so he did not mind leading troops to guard the Land of Water's border. Moreover, while leading a unit to defend that border, he could take the opportunity to learn how to command troops. Thus, Uchiha Yue felt that this had turned out to be a blessing in disguise. At the very least, he had not been punished by Konoha for rashly attacking the Land of Wind's border.

Yet while Uchiha Yue regarded guarding the Land of Water's border as potentially a good thing, Minato Namikaze did not see it that way.

Then, when he saw that the Third Hokage wanted Uchiha Yue to guard the Land of Water's border, Minato Namikaze immediately furrowed his brows. "Yue, this intelligence is bad news. Although Lord Third did not punish you directly, this order carries the meaning of a punishment! Sending you to guard the Land of Water's border—isn't that practically placing you under house arrest there? Our village's main fighting forces are currently concentrated along the Land of Lightning and Land of Earth borders. Without your support here, all I have are miscellaneous units stationed here. If you go guard the Land of Water's border, where will you get the manpower?"

As he spoke, Minato Namikaze suddenly looked toward Uchiha Yue's tightly shut eyes, then realized something. "Ah, Yue, I'm sorry. I forgot that you're blind and can't read the intelligence. I'm truly sorry."
