Background

Jiraiya spent years traveling the ninja world under the pretext of researching novels, while actually pursuing intelligence about Orochimaru. His failure to stop Orochimaru's defection remains his greatest regret; he fears that his former comrade's hatred could endanger the world. The separation of the Sannin and Konoha's internal power struggles have left him deeply disillusioned, though he continues to protect the village when needed 9.

He is Hiruzen Sarutobi's student and Minato Namikaze's teacher. Despite his habitual absence from Konoha, he recognizes Minato's responsibility as Hokage and is quick to abandon his carefree behavior when the village faces a crisis 26 44.

Personality

Jiraiya is loud, theatrical, and habitually lecherous, often treating peeping at women's baths as “research.” His immaturity regularly earns him Tsunade's fists and Hiruzen's reprimands 13 19 44.

Beneath this behavior, he is perceptive, loyal, and protective. He refused to fight the apparent Orochimaru inside a town because civilians could be harmed, and he immediately became serious after learning Kumogakure intended to abduct Tsunade and exploit Konoha's weakened condition 9 14.

He is emotionally attached to both Tsunade and Orochimaru. Although devastated by Orochimaru's path, he still believes his old friend may have merely “taken the wrong path.” He later accepts Lin Zi's alternate-world Orochimaru after learning the truth, choosing trust over suspicion 11.

Encounter with the Alternate-World Orochimaru

Jiraiya senses Lin Zi's enormous chakra and mistakes him for the Orochimaru of his own world. He moves their confrontation outside town to avoid civilian casualties, then attacks with terrain-altering ninjutsu, Sage Mode, and Gamabunta 9 10.

After Lin Zi reveals that he is a traveler from another world rather than the original Orochimaru, Jiraiya accepts the explanation and agrees to accompany him in finding Tsunade 11.

Search for Tsunade and Kumogakure Plot

While traveling with Lin Zi, Jiraiya helps uncover Kumogakure spies and decodes their message: Killer B is to ambush and abduct Tsunade, with an invasion planned if Konoha yields 12 14.

He helps hand the captured spies to Kakashi and Guy, then joins Lin Zi in locating Tsunade in Tanzaku Town 15 16. Once the three Sannin are reunited, Jiraiya supports the decision to wait for Kumogakure's forces rather than retreat 19.

Battle Against Killer B and Ai

Jiraiya joins Tsunade and Lin Zi against Killer B and the Fourth Raikage. He eliminates surrounding Cloud shinobi, then enters Sage Mode while Lin Zi stalls Ai 20 21.

He combines Toad Oil Flame Bullet and Frog Call with Lin Zi's Wind Release and Triple Rashōmon and Tsunade's Strength of a Hundred punch, breaking Ai's Lightning Release Armor and forcing Kumogakure's retreat 22 23.

Jiraiya returns to Konoha with Tsunade and Lin Zi, where he supports the latter despite Hiruzen's distrust. He later attempts to help Tsunade treat Kushina's residual Nine-Tails chakra, but his Mount Myōboku natural energy begins petrifying Tsunade's body and must be withdrawn 26 29.

At Minato's request, Jiraiya attends a Hokage Office meeting concerning possible Rock and Cloud Village action against Konoha. He reveals the earlier Kumogakure operation against Tsunade and the Sannin's defeat of Ai and Killer B, earning an immediate reprimand from Hiruzen for failing to report it sooner 44.
