Background

Madara leads the Uchiha during Konoha's founding period. While discussing village development with Hashirama, he expands on Rikusei's proposals for an academy, hospital, internal security, intelligence screening, and covert operations. 2

Although he is considered for the Hokage position, an anonymous vote selects Hashirama instead. Madara accepts the outcome publicly, personally placing the Hokage hat on Hashirama and pushing him before Konoha's citizens during the inauguration. 13 24

As clan head, Madara assigns the Uchiha to Konoha's Police, Interrogation, and Logistics Departments. He also establishes a Tailed Beast Hunting Squad for members who do not wish to take village posts. 15

The Naka Shrine's stone tablet intensifies his pursuit of godhood and the Rinnegan. Before pursuing this path further, he entrusts the Uchiha Clan to Rikusei, whom he considers exceptional in both Sharingan potential and judgment. 10

Madara is battle-driven, proud, and intensely competitive with Hashirama. He treats the prospect of mastering Sage Jutsu chiefly as another means to defeat his rival, and he welcomes opponents who demonstrate determination rather than collapsing before his strength. 101 112

His severe presence makes most civilians and shinobi cautious around him, yet he is markedly more relaxed with Hashirama and Rikusei. He teases Hashirama, shares meals with Rikusei, disciplines him through harsh training, and stages an immense Fire Release fireworks show for his disciple's birthday. 11 32 54

Madara is also politically perceptive when he chooses to be. He advocates decentralizing authority rather than leaving every administrative burden to the Hokage, supports the Uchiha's integration into Konoha, and recognizes that indiscriminate use of his Rinnegan would undermine the institutions meant to govern the village. 157 280 295
