Authority and Responsibilities

• The Hokage directs village security policy, including the protection of strategic assets such as Kushina Uzumaki, the prospective Nine-Tails jinchūriki. Hiruzen overruled Danzō’s attempt to take custody of Kushina and reassigned her protection from Root to Anbu. 5
• The Hokage convenes jonin meetings and influences wartime personnel policy. Hiruzen proposed early Academy graduation in anticipation of war, prompting Genichi’s public objection to sending children to the front lines. 32
• The office assigns high-risk missions. Hiruzen deployed Genichi’s team, supported by Minato’s, to protect the Shrine Maiden and support the sealing of Mōryō. 40
• A Hokage can recognize and reward exceptional service. After Genichi rescued Kushina from Kumogakure kidnappers, Hiruzen recorded the incident as a successful B-rank mission and offered him a reward. 9
• The position has no fixed term; prior transitions occurred through death or voluntary succession rather than a regular schedule. 26

Succession Standards

Hiruzen’s stated ideal successor would:

• Embody the Will of Fire.
• Be gentle and not personally interested in power.
• Possess great strength while accepting the guidance of predecessors.
• Avoid overly radical views.
• Delegate major village affairs to capable professionals. 38

Despite these stated standards, Hiruzen’s advisors recognize Genichi and Minato primarily for their strength, battlefield records, and political usefulness. 38

“I think we need a firm successor of the Will of Fire to serve as the Fourth Hokage.” 38

Political Position

• The Hokage’s faction includes the Sarutobi, Utatane, Mitokado, and Ino–Shika–Chō clans; Genichi expects much of this bloc to support him once Hiruzen steps down. 26
• The office maintains a tense relationship with the Uchiha Clan. Hiruzen believes a Genichi administration could help ease the divide, while Danzō opposes Genichi partly because of his Uchiha connections. 38
• Danzō formerly served as the Hokage’s assistant and used Root to pursue his own security agenda. Following the village rumor crisis, Hiruzen removed him from that position. 37
• Genichi openly criticizes Hiruzen for remaining in the village while Academy children are considered for battlefield deployment; Hiruzen privately admits that memories of Tobirama’s death and the burden of office make him reluctant to return to the front. 32
