Background / History

Terumi Mei is the product of a marriage alliance between two major Kirigakure bloodline clans. Her dual kekkei genkai, political standing, and connections place her slightly above the Seven Ninja Swordsmen in the village hierarchy. She cultivates alliances with clans possessing bloodlines or secret techniques, making the Hozuki Clan a key target of her recruitment efforts. 7

She approaches Hozuki Mangetsu after his return to Kirigakure and brings him into her alliance through a blood-signed scroll already bearing the names of multiple clan heads. Although she presents the offer warmly, she admits that she had prepared to have Mangetsu killed if he refused; Ao and more than a dozen Kirigakure ninja had been positioned to carry out the assassination. 7

As a Mizukage advisor, Mei opposes Suikazan Fuguki's attempt to launch an immediate war against Konoha. She argues that Kirigakure would be vulnerable to intervention by other villages after exhausting itself in such a conflict. Mangetsu's eventual proposal to delay war while preparing for it prevents Fuguki's plan from passing and preserves Mei's faction from an early confrontation. 20 21

Mei later grows wary when Mangetsu begins attracting the Neutral Faction's attention. She warns him not to move rashly and makes clear that she will not tolerate betrayal or actions that undermine her position. 23
