Declining rule

Hanzo ruled the Land of Rain from Amegakure’s tallest tower. He had spared the young Sannin during the Second Ninja World War; the narration attributes that decision to his fear of Konoha rather than an inability to defeat them. By his old age, his combat strength had declined, and his growing obsession with authority contributed to the population’s hardship 13 14.
