He exhaled a puff of white mist and stood still, sheathing his sword.
Hashirama Senju's development notes on seal-less ninjutsu had benefited Yusuke greatly.

Sarutobi Hiruzen exhaled a cloud of thick smoke and looked around at the three, his gaze finally landing on Danzō.
Utatane Koharu spoke first, her tone filled with concern: "Hiruzen, we understand how you feel."
"But Anbu intelligence also shows that the forces besieging the Land of Whirlpools are mixed, with the shadows of at least two or three Great Nations among them."
"If we intervene rashly, will it immediately draw the flames of war toward Konoha?"
Mitokado Homura adjusted his glasses and chimed in, "Koharu makes a valid point."

Sarutobi Hiruzen looked at him with a sharp gaze. "Danzō, what do you mean by that?"
Danzō spoke unhurriedly, "It was only a matter of time before the sealing techniques of the Land of Whirlpools were coveted by others."
"And you must all be clear on one thing: the Nine-Tails is still inside Lady Mito."
"The Nine-Tails must belong to Konoha, not the Land of Whirlpools."
"Precisely because the Uzumaki Clan is Lady Mito's maternal kin, the Land of Whirlpools must perish."
Danzō leaned forward slightly, carrying the confidence of one who controlled the entire board.
"Yet, if we do not send troops, we cannot answer to Lady Mito."

"But what if we were to delay by a few days?"
Utatane Koharu and Mitokado Homura exchanged glances, seemingly having guessed Danzō's intent.

"With your indecisive character, how can you lead Konoha toward greatness?"
"You!" Sarutobi Hiruzen was so angry his face turned pale.
Seeing this, Utatane Koharu hurriedly tried to mediate. "Hiruzen, while Danzō's words are blunt, they are not without merit."
"For the sake of the village's stability, a degree of caution is necessary."
Mitokado Homura nodded as well. "Indeed, Hiruzen. Danzō's plan, while not exactly honorable..."
"Looking at the results, it would indeed preserve Konoha's interests to the greatest extent and eliminate future threats."
"I believe it can be adopted."
The vote was three to one.
Sarutobi Hiruzen looked at his two advisors, then at the cold-faced Danzō, a sense of defeat welling up in his heart.
