Background / History
Marine Headquarters is one of the three great powers of the sea alongside the Four Emperors and the Seven Warlords of the Sea. It uses the Warlords as semi-allied forces to restrain the Four Emperors, while its own forces patrol the Grand Line and protect World Government member nations from piracy. Its local forces also escort Heavenly Tribute shipments bound for the World Government. 472 647 962
Although widely regarded as the sea's true overlord, Headquarters operates under the political authority of the World Government and the Five Elders. This dependence becomes increasingly contentious as the Elders openly regard both the Marines and the Warlords as expendable tools. 836 967
