Garp belonged to the same generation of Marine powerhouses as Sengoku and Zephyr. The three were rivals in their youth, but Garp had little interest in becoming an admiral and remained a vice admiral while the others pursued higher office. He repeatedly refused promotions offered by Sengoku and the Five Elders 576 836.

During the battle at God Valley in Sea Circle Calendar year 1484, Garp joined forces with Gol D. Roger to defeat Rocks.
