History

Foundation

Following the surrender of both the Spirit Hall Empire and Star Luo Empire, Wang Xiaofei declared the war over, ordered soldiers to disarm and Soul Masters to withdraw their Martial Souls, and established the Douluo Federation under threat of death for disobedience 200.

Wang Xiaofei then gathered the Titled Douluo at Star Luo City, promulgated the initial Douluo Federation Laws, and assigned the new government's twelve departments. The laws abolished the distinctions between nobles and commoners and between Soul Masters and ordinary people, defining all inhabitants as citizens subject to the same law 202.

More than 40,000 captured Soul Masters were organized into departments and dispatched to build the capital, enforce the new laws, spread information, and suppress unrest across the continent 206. The Federation was formally inaugurated three days later, when Wang Xiaofei announced its treasury, contribution system, and public rewards in Phoenix City 213 214.

“From this moment onward, the Douluo Federation is established. Everyone must obey the Douluo Federation Laws.” 200

Consolidation and Expansion

Former Spirit Hall branch halls were converted into Awakening Halls, providing free Martial Soul Awakening throughout the continent. The Federation also moved to standardize Soul Master education and bring academies under national administration 203 221.

Sea God Island was the last major territory to resist. Wang Xiaofei forced its Seven Sacred Pillars to accept a battle for the island's ownership; after Sword Douluo and Golden Crocodile Douluo defeated the island's seven Titled Douluo, Sea God Island was incorporated into the Federation 217 218. Wang Xiaofei later renamed it Phoenix Island and renamed Sea God Palace as Phoenix God Palace 220.

Within two months, the Administration Department reported a census of 2.16 billion people and 88,000 Soul Masters; 54,000 Soul Masters were serving the Federation directly, including personnel from incorporated advanced academies 227.

Later Development

Over the next twenty years, agricultural development increased crop yields, the ordinary population rose by thirty percent, and the Federation remained broadly stable. Sects were permitted only under strict membership limits and legal compliance, with most relying on business activity rather than independent military power 231.

The Federation established the Douluo Federation Soul Tool Research Academy, trained thousands of Soul Engineers, and produced Storage Soul Tools as well as limited offensive Soul Tools for the Judgment Department 232. It also created the Body Academy on Phoenix Island for Body Martial Soul users and built a wall around the Star Dou Great Forest under an agreement with the Soul Beasts 232.

Ten thousand years later, Wang Xiaofei found Phoenix City governed by Xu Jiawei's family and learned that the Federation's original laws had been changed. Former allies had used Wang Xiaofei's absence to restore Soul Master privilege and overturn much of the founding order 279 284.

A Council of Elders was planned as a voting body for ordinary decisions, with the Titled Douluo present at the Federation's creation serving as its initial members. Membership was intended to expand beyond Titled Douluo as new talent emerged 203.

Senior posts were originally set to ten-year terms, after which officials could retire or remain in their positions 214.

Laws and Citizenship

• The founding laws abolished legal distinctions between nobles and commoners, as well as between Soul Masters and ordinary people; all were designated citizens of the Federation 202.
• The initial punishments included imprisonment, execution, fines, and related penalties. Crimes committed before the laws' implementation were generally overlooked, while future violations were to be punished under the new code 202.
• Citizens were promised protection of their private property and families so long as they obeyed Federation law 209 213.
• The Federation adopted an Honorary Peerage system rather than a hereditary noble system. Titles were granted for major contributions, could be inherited for three generations, and carried support and limited rights 213.
• Contribution Points were recorded on official identity badges and could be exchanged for treasury resources, including Soul Bones, medicinal herbs, and other valuables 213.
• Although the Federation promoted the principle that law stood above all else except Wang Xiaofei, imperial decrees could override ordinary legal practice; Tang San's exile was explicitly treated as such an exception 222 256.

Enforcement and Control

The Judgment Department, Supervision Department, and courts jointly maintained order during the Federation's formation. Soul Douluo- and Titled Douluo-level personnel were stationed in major cities to deter rebellion and confiscate the assets of nobles who resisted 206.

Resistance was often met with lethal force. Wang Xiaofei burned unwilling Spirit City residents to ashes, and he used those killings to threaten Sea God Island into submission 209 218.

Freelance Soul Masters received identification documents, while persistent offenders could be arrested, imprisoned, and assigned to labor reform 216. The Judgment Department's strength—led by Sword Douluo and Golden Crocodile Douluo—made open resistance by sects and independent Soul Masters highly dangerous 222.
