On the way back to Zul'Aman, Zul'ra spoke at length with Khatum, listening to his summary of the naval battle as well as his views on the current development of the Amani navy. The Amani currently had six warships: four destroyers like the one beneath their feet, and two heavy cruisers like the Eagle Soar.

Besides the six warships, the Amani had trained nearly a thousand sailors. More than half of them had been converted from warriors, fishermen, and shipwrights, and they trained diligently day and night. The captains had also studied systematic naval warfare and command under the Goblins, but none of them had ever seen actual combat, nor did they have any real grasp of the naval strength of other powers.

In short, the development of the Amani navy was fraught with problems. Zul'ra could only smile bitterly at Khatum's words. He did not know how many ships Kul Tiras, humanity's great naval power, possessed, but he knew about Zandalar's navy. Zandalar had six fleets and eighty-seven warships in total. His own side did not even have a tenth of that number, yet they already had so many problems.

A navy was an armed force that placed immense importance on accumulated foundations. Having ships and crews was not enough; shipbuilding capability was also crucial—not only the quality of the ships, but their quantity as well. Once war began, everything, including ships and sailors, became consumables. When both sides were roughly equal in combat strength, it came down to population and the speed of shipbuilding. How, then, should the Amani navy improve and adapt?

Still, setting aside how to improve the navy, Zul'ra felt somewhat fortunate. The world's overall maritime technology was not yet something unreachable for the Amani. With enough effort, there was still hope.
