Faced with Zul'ra's words, Cairne Bloodhoof looked around, somewhat embarrassed. After all, his hometown had been ransacked, and his son had almost been kidnapped—it was hardly a glorious thing. ♝🐜 👌🎈

Despite his predicament, Cairne Bloodhoof turned around and told everyone to continue cleaning up the battlefield. He then led Zul'ra to the central tent in Bloodhoof Village, while the injured Baine Bloodhoof was taken aside by the Tauren Tagar to be cared for.

"Zul'ra Jin, my friend, you said you came representing the Horde, right?" Cairne Bloodhoof asked Zul'ra after leading him to sit down in the tent.

"Yes, Warchief Cairne Bloodhoof, I have come on behalf of the Horde, following the Warchief's orders, for the sake of the alliance between the Horde and the Tauren." Zul'ra sat down on the felt, looked at the colorful totem pole standing in the tent, nodded, and spoke again before Cairne Bloodhoof could speak.

"Without a doubt, Shu'halo is an ally of the Horde, but even brothers need to keep clear accounts. I'm here on behalf of the Horde to confirm our relationship with Shu'halo and discuss the necessary details for forming an alliance."

"Is the Horde questioning Shu'halo's loyalty?" Cairne Bloodhoof asked, somewhat displeased with Zul'ra's words. Back when he was with Thrall, he had already said that Shu'halo owed him a huge favor, but the Orcs clearly hadn't taken that seriously. Otherwise, why would they have come here today to confirm their relationship?

"No, no, no, Warchief Cairne Bloodhoof, the Horde has never doubted Shu'halo's friendship with us. It's just that we need to discuss some details. For example, the Horde is currently implementing some decrees. Does Shu'halo need these decrees?" Zul'ra looked at the dissatisfied Cairne Bloodhoof and shook her head to explain to herself.

"What decree? Can you tell me about it?" Cairne Bloodhoof asked, blinking curiously at Zul'ra's expression.

"Of course, no problem..." Seeing Cairne Bloodhoof's curiosity, Zul'ra quickly explained the various government decrees, including the local military system and the encouragement of agriculture and handicrafts.

"These..." Cairne Bloodhoof listened to the series of decrees with a slight embarrassment. Tauren really couldn't implement these decrees like Orcs or Amani'lai, because Tauren society existed in a tribal form.

Amani and Orcs both existed in tribal or clan societies in the past. Each tribe and clan had its own ruler, who led the entire tribe or clan either through violence or spiritual means. Each clan and tribe had different customs and traditions, so laws and decrees could not be applied interchangeably.

During the Orcs ' invasion of Azeroth, their original spiritual beliefs and social system were completely destroyed by the Alliance. This is why Thrall was able to accept Zul'ra's advice in Orgrimmar. The situation was similar for the Amani. Zul'ra attacked Jintha'Alor and killed Zul'jin, thus re-establishing the system to some extent.

Unlike the Orcs and Amani, the Tauren tribal society continues to this day. Until recently, Cairne Bloodhoof proposed to all Tauren the establishment of Thunder Bluff, a homeland that welcomes all Tauren, in order to gain their approval through high Tauren and become the Warchief of the Tauren.

Although he is now the common leader, Cairne Bloodhoof still has no right to interfere in the affairs of other tribes. He can only decide the general direction of the Tauren, such as joining the Horde, who to fight against, and forming an army. If he forcibly imposes orders on the various tribes, it is very likely that the united Tauren will be scattered again.

"Alright! I may not have thought this through enough, but I assure you, Shu'halo will be a staunch ally of the Horde, even a member." Cairne Bloodhoof scratched his head with his large hand, nodding readily in agreement with Zul'ra's words. However, Shu'halo owed the Horde a debt that he would eventually have to repay.

"That's right. That's why I'm here today to talk about Shu'halo's situation in the Horde, the responsibilities and obligations he needs to bear, and Horde can do for Shu'halo." Zul'ra smiled when he saw the old ox rubbing its head. If you don't understand, don't think about it. Just do as I say.

"... Then tell me!" Cairne Bloodhoof looked at the Trolls with a very distinctive appearance and a smiling face, pondered for a moment, and then asked.

"First, we need to establish a military alliance. When the Horde needs help, we hope that Shu'halo can send Warrior to assist, and the Horde will also send troops when Shu'halo needs them."

"On this point, I have absolutely no objection. As long as the Horde needs me, Shu'halo will do his utmost, because I owe you, and Thrall, a huge favor." Cairne Bloodhoof confidently patted his chest, guaranteeing without hesitation. Unlike Thrall's view that favors are settled, he always felt that he owed Thrall and Zul'ra a favor that he needed to repay with all his might.

"The second point is about the economy. I heard from Thrall that Shu'halo is skilled in planting techniques and has enough food. We hope to obtain enough food, and we will also pay in monetary return. However, the Horde may be short of funds at present, so we hope that the Shu'halo can keep good accounts." Zul'ra was a little embarrassed.

"In fact, we don't need to do that now. Shu'halo can provide food to our Orcs and Amani allies free of charge, to the best of his ability." Cairne Bloodhoof scratched his head. He had a feeling that this Trolls wasn't entirely agreeable. Shu'halo was already providing food, and free of charge at that. Did he want even more food?

"No, some things need to be calculated clearly, Cairne Bloodhoof. This is for your benefit and ours. We can't be so careless. I say this not because I doubt Shu'halo's sincerity towards the Horde and his friends, but because we're standing together, we need rules and regulations to prevent anything bad from happening."

"Both of us have limited capabilities. If either side becomes excessively greedy, it will be a disaster for the other. We must stop it before it happens. What do you think?" Zul'ra looked intently at the old ox.

"Alright! I have to admit, you have a point." Cairne Bloodhoof couldn't deny what Zul'ra said; it was entirely from his perspective, making it irrefutable. Was he supposed to say that the Tauren would sacrifice everything for the Horde? Talk is cheap, but putting it into practice is another matter entirely!

"The third point is politics. On this point, we have different customs, so Shu'halo's decrees are left to his own discretion. However, I hope we can have more exchanges, such as in cultural and religious matters." Zul'ra looked at the simple-minded but sensible old man and nodded with a smile.

"You mean, Shaman? Speaking of which, I'm very interested in those doctrines, and I think my people are very well-suited for the Shaman path." Cairne Bloodhoof's interest was piqued by Zul'ra's words.

"Of course, I've also studied a lot about Shaman and gained some insights." Zul'ra nodded with a smile. The word "Shaman" doesn't exist in the native lands of the Tauren; Shaman is currently exclusive to the Orcs, which may well form the cultural foundation of the Horde's future.
