Ripples
In response to the need to draft laws and establish a bank, Thrall ultimately decided to establish the Legal Code Committee and the Durotar Bank Preparatory Group, both of which he personally oversaw. The members were selected from professionals recommended by Zul'ra, Cairne Bloodhoof, Vol'jin, Sylvanas, and Lor'themar.
Faced with the two organizations Thrall is building, as well as Horde Horde's future laws and banks, the laws are manageable as long as they are as fair and impartial as possible and do not directly favor either side. But the banks are a different story.
The establishment of Horde bank will affect the Horde's future economic situation, and the influence over this bank represents the voice of each tribe within the Horde.
Because it would increase his influence, Lor'themar was extremely enthusiastic. He said he would transfer professionals from Silvermoon City as soon as possible. Among the many races, only the Sin'dorei, apart from the Forsaken, possessed the corresponding economics and law experts.
The establishment of a law and a bank belonging to the Horde as a whole were determined very smoothly, but administrative reforms faced enormous resistance. Although Thrall explicitly rejected this topic at the meeting, everyone quickly consulted with their deputies after the meeting. Thrall expressed some dissatisfaction to Zul'ra privately.
"The administrative question you raised is not quite appropriate."
"This issue will be raised sooner or later, and it's only a suggestion." Zul'ra was a little worried at first, but she was less anxious after the meeting ended.
"We've only just gotten together." Thrall was a little annoyed. The Sin'dorei in Quel'Thalas had only recently joined the Horde, and making such a suggestion would scare them.
"Don't you even have this much sense of belonging to the Horde?" Zul'ra didn't care. This time, his target wasn't the Sin'dorei or the Forsaken, but the Orcs, Trolls, and Shu'halo. He wanted to combine the strengths of these three members to establish the core of the Horde's power.
"You..." Thrall looked at Zul'ra, his words caught in his throat, unable to speak. He could tell that Zul'ra had her own plans, which were indeed for the good of the Horde and to build a grand future for Horde. But what he couldn't accept was that he was now the Warchief of the Horde.
"Alright, Thrall, it was my fault. I shouldn't have been so Recklessness. But let's focus on solving the problem at hand. Didn't you already reject that suggestion?" Zul'ra saw that Thrall was really angry and quickly apologized to him.
"Hopefully this will end." Thrall snorted coldly at Zul'ra's shameless act.
The matter was supposed to end at the meeting, but after Cairne Bloodhoof brought the news back to Thunder Bluff and relayed it to the Elder Council, composed of leaders from the Shu'halo tribes, it caused an uproar.
Unlike Trolls and Orcs, whose traditions had long been disrupted by various external factors and who had reached a dead end, Shu'halo was no longer willing to change their race's traditions and now accepted whatever situation arose.
Shu'halo was quite conservative in nature, and he was extremely indignant about Zul'ra's proposed administrative reforms and the abolition of the bloodline system. However, after the uproar, they began to consider whether this system was really better than the tradition.
It must be said that Shu'halo's innate magnanimity gives them enough tolerance to not easily reject things. After some consideration, Bena Icehoof, Hamuul Runetotem Runetotem, and Prophet Tahu Wisdomwind of the Elder Council affirmed the feasibility of this idea, but there were also opponents.
"This is a provocation, a provocation against Earth Mother, a provocation against tradition. These outsiders have no respect for us whatsoever; they will bring disaster to this land." Magatha Grimtotem, the belligerent leader of the Grimtotem, sternly condemned the suggestion, reacting with exceptional fervor.
"Magatha Grimtotem, that's going too far." Cairne Bloodhoof gently reassured the agitated Magatha Grimtotem, even if the suggestion was bad, there was no need to call them jinxes.
"I admit, they have good ideas, but these ideas are excessively disruptive to our traditions, and from my observation, the power shifts caused by those Orcs and Trolls will disrupt the peace of this land." The equally assertive female leader of Shu'halo, Aponi Brightmane, analyzed the situation without refuting Magatha Grimtotem's words.
"In fact, we must recognize that our peace was shattered when the Burning Legion invaded, and we must remember the Consecration of our Orcs friends," Hamuul Runetotem said slowly.
"I'm not saying I've forgotten the Battle of Mount Hyjal, but perhaps we hope for peace on earth, but I'm afraid the earth can no longer find peace." Aponi Brightmane spoke with a touch of melancholy to the highly respected Archdruid.
"No matter what, I will absolutely not agree to such reforms, absolutely not. Even if I starve to death here or jump off Blackcloud Peak, I will not agree," Magatha Grimtotem declared sternly.
"Alright then! Don't be so angry, Magatha Grimtotem. We're just discussing this, we haven't decided yet!" Cairne Bloodhoof said, looking at Magatha Grimtotem's stern declaration with a slight headache.
"Hmph, you're always so... subservient to those Orcs and Trolls." Magatha Grimtotem snorted, expressing her dissatisfaction. She wanted to use "groveling" to describe Cairne Bloodhoof, but felt it would be too hurtful, so she changed her words at the last minute.
"I'm doing this for the greater good. The Orcs need our guidance. We need to be patient and not so Recklessness. Magatha Grimtotem, you should change your tendency to use violence." Cairne Bloodhoof understood what Magatha Grimtotem was trying to say, but he didn't pay it any mind. He and Magatha Grimtotem had grown up together and knew each other's personalities.
"Am I not patient enough?" Magatha Grimtotem said, displeased.
"Of course, you're very patient, but a little more would be even better," Cairne Bloodhoof said with a chuckle.
"I'm annoyed, I don't want to talk anymore, I'm going back to my tent now." Magatha Grimtotem looked at the grinning Cairne Bloodhoof and couldn't help but feel annoyed.
"Let's end the meeting here!" Cairne Bloodhoof didn't seem to care about Magatha Grimtotem's words and ended the meeting with a smile.
After the Elder Council concluded its discussions, the leaders dispersed. Magatha Grimtotem returned to her tent to consider the situation, but unexpectedly, a figure was standing in her private tent. Upon seeing her enter, the figure immediately turned around and bowed.
"Chief Magatha Grimtotem." The person bowing was dressed in elaborate robes, his exposed fingernails were covered in grime, and his bluish skin indicated his status as Undead.
