Background

Minato was recognized early as an exceptional civilian-born shinobi whose talent allowed him to rival clan-trained ninja. Even before his space-time ninjutsu became public knowledge, his natural speed drew attention during the Chunin Exams. 36 55

Before the exams, he completed the Flying Thunder God Technique and used it against Kitsuchi. He defeated Kitsuchi through a combination of Wind Release and Flying Thunder God movement, then won a closely contested final against Shiro. 45 72 74

Shiro later advanced Minato’s political career by proposing the Special Forces Department with Minato as its first commander. The elders accepted the proposal, recognizing Minato’s mission record, mature judgment, personal charisma, and potential as a future Hokage. 305
