Background and History

Homura is a disciple of the Second Hokage and one of Konoha's advisors. Though age has reduced his physical condition, he remains a capable shinobi whose status and strength made him an appropriate leader for Konoha's delegation to Sunagakure; he was selected in place of Sakumo to avoid provoking Chiyo over her family's deaths. 51

He supervised the written stage of the Sunagakure examination, briefing the participants and advising Shiro to rest before the test. 53

During the examination matches, Homura became increasingly interested in Shiro's unexplained techniques. He suspected Shiro had concealed inherited ninjutsu, but did not treat him as a foreign spy after considering his family records and conduct. 60 70 Shiro's improvement in swordsmanship later convinced Homura to seek out a proper master for him after returning to Konoha. 75

During the Third Shinobi World War, Homura served alongside Utatane Koharu in Konoha's command structure. The pair brought reinforcements to the Land of Lightning front and later assisted Minato's plan by preparing Flying Thunder God Kunai for distribution. 406 420 449

Homura is cautious and politically conscious. He watches unconventional abilities closely, as shown by his concern over Shiro's hidden techniques, but he is willing to revise his suspicions when the evidence does not support them. 60 70
