After Blackwatch arrived, Hogg and the others didn't sit idle. While they waited for Sanguinius to show up, they analyzed the Data Terminal containing the Dog-man Empire's technology.
From Hogg's perspective, this technological legacy contained not only a wealth of physical sciences, but also plenty of knowledge related to psychic powers.
Throughout the Dog-man Empire's rise, the Dog Sages led by Hogg's students had undoubtedly been die-hard tech fanatics. The genetic science inherited from the Supreme Grand Mentor was their specialty, while their practical mechanical creations showed that they'd inherited Hogg's ideals.
Meanwhile, Magnus, the Empire's chancellor, had also delivered his final answer in the form of Magnus-Dog. Compared to the Empire's dogs, these dogs were every bit as bad, using the stable Warp environment to develop all sorts of stunts that would be considered suicidal by today's standards.

There was no doubt that the Dog-man Empire had learned from the Imperium of Man. On the day they parted, Hogg had sat Magnus down and talked through all kinds of development plans—enough to last at least ten thousand years.
But neither of the two founding fathers had imagined that the dogs would be safe and sound for those ten thousand years, only to screw everything up afterward.
