Its members included the head of the Ministry of Internal Affairs and ministers overseeing finance, transportation, education, communications, propaganda, commerce, agriculture, industry, banking, justice, legislation, and other departments. These departments handled Latveria's daily affairs. The Regent's primary duties were to represent the Emperor in approving or vetoing certain proposals, issuing certain decisions, invoking the Mandatory Voting Act when necessary to force those officials to vote, and serving as an arbiter and mediator between departments to promote cooperation.
The Ministry of Internal Affairs chief, the lord of the Defense Intelligence Agency, the marshal of the Legal Department—also known as the Marshal of the Gendarmerie, though he did not exercise gendarmerie authority and instead managed military police, special service, and law enforcement departments, a position currently held concurrently by the lord of the Defense Intelligence Agency—the Military Affairs Department formed by representatives of the Planetary Defense Force's conventional land, sea, and air commanders and logistics departments, and eventually the Space Navy Command, which would include the Space Navy. Together with representatives from the Sacred Guard, the Gene-modded Warrior Order, the high lord of the Mars Foundry, and representatives from the Mars War Engine Order, they formed the higher-ranking War Council. The Emperor himself served as the council's head, and the Regent was also one of its members.
Apart from the relatively autonomous Mars, every department had clearly defined jurisdiction, and personnel did not circulate between them. Specialists could only perform work within their own fields. Promotion mechanisms and personnel matters within each department were generally subjected to secret review by independent agencies directly established by the Emperor and Regent—the Sacred Guard Intelligence Officer and Defense Intelligence Agency inspectors—without direct interference.
