The yellow sand in the sky flew onto a piece of sandstone and condensed into Gaara.
Gaara stood atop the sandstone, looking down at the Sunagakure shinobi below.
His brow furrowed slightly.
None of the Sunagakure shinobi dared meet Gaara's eyes.
They all lowered their heads.
After sweeping his gaze around, Gaara turned to Fu Yi, whose face was filled with fervor.
"Do you know how important these Chunin Exams are to Sunagakure?"
Gaara questioned Fu Yi in the distance.
Fu Yi, however, did not care in the slightest. He straightened his back.
"Don't be ridiculous, Gaara. A child is still a child. Do you really think some insignificant Chunin Exams can reverse Sunagakure's decline?"
"You, the Kazekage, should know what condition Sunagakure is in right now. As long as the Daimyo of the Land of Wind refuses to increase our military funding, everything you do will be futile."
Gaara said nothing as Fu Yi continued, "In this Land of Wind, a country blanketed by endless yellow sand, we can never grow strong."
"Ever since the Five Great Shinobi Villages were founded, Sunagakure has always been at the bottom among them."
"Is that because Sunagakure's shinobi are inferior to those of the other villages?"
"No. It is because we are in the Land of Wind, this desert country. Without money, even the most powerful shinobi are useless."
Gaara looked at Fu Yi and said calmly, "Is this the first time you've realized that?"
Gaara's words silenced Fu Yi.
But before long, he became even more agitated. "That is exactly why we should start a war—a war to expand the Land of Wind's territory and increase its land area."
After hearing that, Gaara was so angry he laughed.
"Fu Yi, you are an elder of Sunagakure, yet you know our current
