Background / History

The World Government presides over an alliance of member nations, including Alabasta and the Cedia Kingdom. Its member states retain relative independence; the Government generally does not intervene in a nation’s crisis unless that nation’s royal family formally requests assistance. 67 72

Its authority is backed by the Celestial Dragons, whom it protects and whose interests can drive Government action. After Lynn Barek’s Sabaody revolt and declaration of war on the Celestial Dragons, Saint Cainmas issued a 100 million Beli bounty against him; insiders later distinguished this from a bounty formally issued by the World Government itself. 10 34

The organization has repeatedly used overwhelming force and covert measures against perceived threats. It sanctioned the Buster Call on Ohara under the Five Elders’ orders, and its higher-ups tacitly approved Sakazuki’s destruction of evacuation ships containing Ohara residents. 132 144
