History
Second Ninja World War
Konoha entered the Second Ninja World War under Hiruzen Sarutobi while fighting on multiple fronts against Amegakure, Iwagakure, Kumogakure, and Sunagakure. Its forces were initially strained enough that the Land of Rain rearguard camp was defended largely by wounded personnel, logistics staff, and fewer than 200 effective combatants. 6

His first major political reform abolished the former Hokage Advisory Council, dismissing Utatane Koharu and Mitokado Homura. It was replaced by a Cabinet Advisory Council with representation for major clans and civilian shinobi. 37

Abolition of Feudal Rule
Konoha rejected the authority of the Land of Fire’s Feudal Lord and established a Civil Affairs Department to centralize the country’s financial and administrative affairs. 53 Tobirama later assaulted the Fire Capital, killed the Feudal Lord, and ordered the removal of parasitic nobles while recruiting capable administrators into the new department. 54
