History

Second Ninja World War

Konoha entered the Second Ninja World War under Hiruzen Sarutobi while fighting on multiple fronts against Amegakure, Iwagakure, Kumogakure, and Sunagakure. Its forces were initially strained enough that the Land of Rain rearguard camp was defended largely by wounded personnel, logistics staff, and fewer than 200 effective combatants. 6

Tobirama Uchiha’s arrival transformed Konoha’s military position. After defeating and later killing Salamander Hanzo, he brought Amegakure under Konoha control; Hanzo’s banner was replaced by Konoha’s Mark of Fire. 15 The occupation was accompanied by food distribution and free medical treatment, earning substantial goodwill among Amegakure’s civilians. 16

Konoha subsequently forced Kumogakure and Iwagakure into a surrender agreement requiring one trillion ryō in reparations from each state, strict troop reductions, annual resource tribute, surrender of Tailed Beasts and Jinchūriki, and permission for Konoha to station troops within their territories. 33

Tobirama Uchiha's Takeover

Tobirama returned from the war with immense public prestige, using war spoils and speeches to establish himself as Konoha’s foremost popular hero. 22 36 He forced Hiruzen Sarutobi to relinquish power and assumed the role of Acting Hokage. 36 37

His first major political reform abolished the former Hokage Advisory Council, dismissing Utatane Koharu and Mitokado Homura. It was replaced by a Cabinet Advisory Council with representation for major clans and civilian shinobi. 37

Tobirama also redirected war reparations into public benefits, including halved taxes, doubled compensation for fallen shinobi, and a 30% increase in mission rewards. 37

Abolition of Feudal Rule

Konoha rejected the authority of the Land of Fire’s Feudal Lord and established a Civil Affairs Department to centralize the country’s financial and administrative affairs. 53 Tobirama later assaulted the Fire Capital, killed the Feudal Lord, and ordered the removal of parasitic nobles while recruiting capable administrators into the new department. 54

The fall of the Land of Fire’s feudal government reversed the traditional relationship between ninja villages and daimyō: Konoha became the ruling authority rather than a military tool serving hereditary nobles. 53 54

Unification and Empire

Six years after Tobirama’s return from the moon, Konoha had developed into an industrialized military state with skyscrapers, aerial railways, holographic displays, chakra exoskeletons, and pulse kunai guns. 77

In Konoha Year 38, Tobirama issued the Declaration to the Ninja World, demanding that all nations disarm, abolish the Kage system, and merge into Konoha. The resulting Unification War ended with the collapse of organized resistance and the formal unification of the Ninja World. 77 90

The former Hokage Building became the Imperial Palace, and Konoha’s leadership formally established a new empire with Tobirama seated on its throne. 96 97

Physical Development

Tobirama later altered the surrounding geography on a national scale. He relocated Nadeshiko Village beside Konoha, redirected local rivers around the new territory, moved the Land of Demons to Konoha’s western side, and brought the Land of Snow to its north. 92

Following the Ninja World’s unification, the former Hokage Building was converted into the Imperial Palace. 96 In the later interstellar era, the former Five Great Nations had been superseded by the Sky Divine Realm, with Konoha’s imperial authority extending to nearby planets. 100
