History
The Bureau was established to handle anomalous events, with its early procedures developed through trial and error. During an early Gu City fog incident, the Southwest Bureau deployed both Investigation Department detachments but had not yet developed modern evacuation standards; a fifty-meter cordon was considered sufficient at the time. 478
Its early Southwest Branch suffered serious infiltration. The Cleaning Association placed nine moles within the Bureau as part of the Cuckoo Project and rigged the facility with psychic bombs, while spies from several organizations infiltrated a trainee intake. Director Zhao Yifeng’s counterintelligence operation exposed thirteen trainee spies, though he acknowledged that more infiltrators could remain. 2 3 4
The disappearance of the former First and Second Squads during an earlier mission left the Third Squad as the branch’s only numbered squad for a time. 34
As anomaly incidents rose worldwide, the Bureau shifted from a semi-secret organization toward public disclosure. The Central Bureau began expanding staffing, law-enforcement authority, and administrative functions through military transfers, police transfers, and public recruitment. 104
By the time Old Gods openly threatened Central Province, the Bureau had effectively become the region’s highest authority in practice. 725
Force Expansion
| Milestone | Chapter | Details |
|---|---|---|
| Transition from secrecy | 104 | The Bureau began a gradual public reveal through the National Academy of Sciences as global anomaly cases exceeded 80,000. |
| System-wide expansion | 104 | Staffing was ordered to at least double, while administrative and law-enforcement powers were broadened under strengthened oversight. |
| Establishment of local branches | 174 | The Southwest Bureau began creating local branches to handle common low-level incidents without dispatching Gu City personnel. |
| Pre-awakening force | 700 | Every branch had dozens of Awakened personnel; the entire system had roughly 700–800 known Awakened investigators. |
| Awakening Oral Solution deployment | 740 | The first batch was distributed internally, with a further diluted batch planned for police and military personnel. |
| Mass awakening | 741 | Eighty-two percent of investigators awakened within a day, raising the Bureau’s Awakened population above 80,000. |
Organization
Command Structure
The Bureau operates through a Central Bureau, multiple regional bureau systems, and local branches. The six major regional systems named during the international delegation were the Southwest, Northeast, Southeast, Northwest, Central Plains, and Northern Bureaus. 385
The Southwest Bureau’s senior structure includes the Command Center, Investigation Department, Research Department, Political Work Department, and Support Center. 103
Local branches were created to shorten response times for recurring low-level incidents. The newly founded Beautiful City Branch initially had only ten staff members, but included core functions such as command, investigation, political affairs, research, and support. 174 240
Personnel
| Personnel Type | Role |
|---|---|
| Awakened squad captains | Awakened personnel with leadership ability are assigned command of Investigation Department squads. 122 |
| Deputy captains | Awakened personnel who do not seek command may hold high-ranking deputy posts and deploy primarily during combat operations. 122 |
| Special consultants | Exceptionally powerful Awakened may be directly hired as consultants. 122 |
| Special Operations Team personnel | Some Awakened remain mobile forces without fixed positions. 122 |
| Regular investigators | Investigators with strong mental power and specialized equipment handle many ordinary anomalous infections; those with psychic power above 90 can handle some incidents without equipment. 122 |
All personnel undergo regular psychic-power testing to identify potential Awakenings, monitor mental stability, and reduce the risk of internal anomalous incidents. 58

- International operations — It assists foreign authorities, participates in international awakened-agency conferences, and later directs a multinational rescue coalition for the New Continent United States. 376 741
