History

The Bureau was established to handle anomalous events, with its early procedures developed through trial and error. During an early Gu City fog incident, the Southwest Bureau deployed both Investigation Department detachments but had not yet developed modern evacuation standards; a fifty-meter cordon was considered sufficient at the time. 478

Its early Southwest Branch suffered serious infiltration. The Cleaning Association placed nine moles within the Bureau as part of the Cuckoo Project and rigged the facility with psychic bombs, while spies from several organizations infiltrated a trainee intake. As anomaly incidents rose worldwide, the Bureau shifted from a semi-secret organization toward public disclosure. The Central Bureau began expanding staffing, law-enforcement authority, and administrative functions through military transfers, police transfers, and public recruitment. 104

The Bureau operates through a Central Bureau, multiple regional bureau systems, and local branches. The six major regional systems named during the international delegation were the Southwest, Northeast, Southeast, Northwest, Central Plains, and Northern Bureaus. 385

The Southwest Bureau’s senior structure includes the Command Center, Investigation Department, Research Department, Political Work Department, and Support Center. 103

Local branches were created to shorten response times for recurring low-level incidents. The newly founded Beautiful City Branch initially had only ten staff members, but included core functions such as command, investigation, political affairs, research, and support. 174 240

All personnel undergo regular psychic-power testing to identify potential Awakenings, monitor mental stability, and reduce the risk of internal anomalous incidents. 58

• Anomaly containment — Investigates, isolates, neutralizes, and researches anomalous objects, infected entities, and psychic-radiation events. 6 9
• Criminal investigation — Police transfer cases connected to anomalies to the Bureau, which assumes responsibility for the related evidence and response. 67
• Arrest and detention — Following its expansion, the Bureau gained integrated authority to arrest, interrogate, and directly detain relevant offenders sentenced to less than a year. 253
