Ever since the Death Eaters had gone abroad, they had caused those countries enormous trouble while their foreign Ministries of Magic were still unprepared—mass disappearances had left those Muggle governments frantic. The foreign Ministries of Magic, having determined that wizards were behind the disappearances, immediately took action as well, organizing their respective Aurors to search by every means possible for the people causing the destruction and to round up these criminals still at large. But unlike their earlier, somewhat reckless and blatant operations, the Death Eaters had become more covert for the sake of their mission, leaving the old-fashioned, unreformed Aurors of other countries rather helpless.

The wizards of these countries worked overtime, sending out Obliviators to modify the memories of the Muggles who had personally witnessed what happened. The disappearances of wizards and Muggles, the poaching of some dangerous magical creatures, along with reports that each country's local Dark Wizards were also beginning to stir, left both the magical world and Muggle society in a state of panic. After they captured a few individual Death Eaters and finally figured out where the criminals had come from, letters flew like snowflakes toward Britain's Ministry of Magic.

Some countries on good terms with the British Ministry of Magic tried to ask it for aid, wanting to purchase those communication devices, request help from British Aurors, and learn the British Ministry of Magic's preventive measures and experience.

A few foreign Ministries of Magic, such as Bulgaria and those in Africa, declared that the British Ministry of Magic should be responsible for capturing the Death Eaters who had come to their countries and bringing them back to Britain. The British Ministry of Magic swiftly responded with force: since these incidents had happened on foreign soil, they should be the responsibility of the foreign
