For the past three years, Fei Shi had traveled far and wide with Tsunade.

Minato Namikaze was the current Hokage, and his wife was a Jinchūriki. Although Hiruzen Sarutobi was the former Hokage, he carried more prestige among Konoha's older generation than Minato Namikaze. The Sarutobi Clan was also quite powerful, which would make things much easier in the future.
