The visitor from the Flower Country was a man with long earlobes. He introduced himself as Kui San, a pillar of the Six Treasures Navy.

Buggy had also heard of the Flower Country. It was a nation from the eastern New World that had formed naval forces to serve its rulers centuries ago. By now, their scale had expanded considerably, with as many as ten such fleets. In essence, these fleets were violent gangs that supplied their own country by plundering enemy ships—in other words, pirates.

There were no shortage of legendary figures among them. Chinjao of the Drill, who carried a bounty of five hundred million Beli, had once been the pillar of the Eight Treasures Navy.

It went without saying that the other fleets would not be weak either.

Kui San briefly explained his purpose. He had happened to see two weapons unique to Festival Island—the spear-gun and the crab shield—and, driven by curiosity, had paid a hefty sum to buy one of each. After personally testing the spear-gun's sharpness and the crab shield's toughness, he had been truly shocked. That was why he had come to discuss selling weapons with Buggy.

After Kui San stated the number of spear-guns and crab shields he required, Buggy was briefly surprised and asked for the reason.

Kui San explained without hiding anything. The Flower Country might engage in a large-scale war with a neighboring enemy nation at any time, so they needed a great quantity of weapons. More importantly, the warriors of the Flower Country were naturally skilled at close-quarters combat and hand-to-hand fighting, yet when facing their enemies, they had to contend with highly destructive firearms.
