Fortunately, Root had some of Orochimaru's data on improvements to the jutsu, acquired years ago through his dealings with Danzo. Given Jiraiya's understanding of the jutsu and his talent for mastering it, he certainly couldn't handle it as effortlessly as Orochimaru or Yakushi Kabuto, but improving on the strength and precision of the Impure World Reincarnation Jutsu they had used before was well within his reach.
Another consideration was the choice of sacrifices.
Fortunately, Konoha's prison still held some powerful criminals, or at least some with strong physiques. They would have no trouble finding suitable sacrifices among them.
