Background / History
Jiraiya was a direct disciple of the Third Hokage, Sarutobi Hiruzen, and rose to fame during the Second Shinobi World War before becoming one of Konoha’s legendary Sannin. Hiruzen once considered him, alongside Orochimaru, a leading candidate for Hokage; Jiraiya repeatedly declined the position despite possessing the seniority, prestige, and strength for it. 231 266 607
He mentored Namikaze Minato, later the Fourth Hokage, and knew Kushina Uzumaki. After Minato and Kushina died in the Nine-Tails Incident, Jiraiya returned to Konoha and offered to raise their son, Naruto. Hiruzen refused, arguing that Naruto’s status required a low-profile upbringing; Jiraiya later carried lasting guilt over not intervening more forcefully. 230 415
Jiraiya also trained Nagato, Yahiko, and Konan during the war in Amegakure. Nagato’s later transformation into Pain made Jiraiya view the Akatsuki crisis as a personal failure and a duty he needed to correct. 608 641
Appearance
Jiraiya is a conspicuous older shinobi with long white hair, red markings beneath his eyes, and a large forehead protector bearing the character for “Oil.” 228
- Long white hair, which he can weaponize through ninjutsu. 670
- Red vertical facial markings beneath his eyes. 228
- Red haori worn over brown clothing. 228
- Wooden sandals and an “Oil” forehead protector. 228
Personality
Jiraiya is bold, sociable, and charismatic, often projecting a hearty and unserious demeanor even in tense circumstances. His peeping habit can make him embarrassing or shameless, but he remains perceptive enough to detect nearby movement without deliberately expanding his senses. 229 266
Beneath that exterior, he is deeply compassionate and burdened by responsibility. He regrets failing Naruto after Minato and Kushina’s deaths, remains emotionally attached to Orochimaru despite pursuing him, and accepts responsibility for Nagato’s descent. 230 415 608
His defining conviction is that peace must come through dialogue, mutual understanding, and restraint rather than force. This idealism gives him moral resolve, but repeatedly leaves him reluctant to take decisive action against people he cares about. 479 481 637
Abilities & Skills
Sage Mode
Jiraiya enters Sage Mode with Fukasaku and Shima of Mount Myōboku, reaching combat power at the peak of the Kage level and approaching the Super-Kage threshold. 641 651
- The two Toad Sages assist his natural-energy gathering and Sage Art chakra conversion. 641
- Greatly enhances his sensory capabilities, allowing him to pursue chakra and space-time fluctuations. 660
- Can theoretically sustain Sage Art chakra through the Toad Sages, but his own physical and spiritual energy remain finite. 641
- Requires time to summon Fukasaku and Shima before entering stable combat Sage Mode. 641 660
Toad Sage Song
A high-level auditory genjutsu performed with Fukasaku and Shima.
- Considered one of Jiraiya’s strongest trump cards. 670
- Intended to stall or incapacitate powerful opponents such as Naruto. 670
- Requires substantial preparation time, leaving its users vulnerable to interruption. 671
Toad Summoning
Jiraiya maintains a summoning contract with Mount Myōboku and frequently fights alongside its toads.
- Summons Fukasaku and Shima for Sage Mode and coordinated Sage Arts. 641
- Has a particularly close rapport with Gamabunta, one of Mount Myōboku’s foremost combat summons. 722
- Uses reverse summoning as an emergency escape option. 229
Ninjutsu and Combat Expertise
A veteran of multiple wars, Jiraiya possesses broad combat experience, strong chakra perception, and extensive ninjutsu knowledge.
- Needle Jizō — reinforces and extends his hair into a binding and piercing weapon. 670
- Rapidly identifies tactical properties of enemy techniques, including the Six Paths of Pain and Obito’s space-time ninjutsu. 643 660
- Recognized as stronger than Orochimaru’s weakened post-reincarnation state; Orochimaru chose evasion rather than confrontation. 430
- Studied the Impure World Reincarnation Jutsu to counter Orochimaru and could reproduce much of Orochimaru and Kabuto’s proficiency using Root’s records. 680 683
Relationships
- Namikaze Minato — former direct disciple; Jiraiya considers Minato’s death and Naruto’s neglected childhood a personal failing. 229 230
- Kushina Uzumaki — Minato’s wife and Naruto’s mother; Jiraiya knew her personally and is confronted by her reanimated return. 478 684
- Namikaze Naruto — Minato’s son and Jiraiya’s de facto grandstudent. Jiraiya repeatedly attempts to mentor, guide, and later retrieve Naruto, but their opposing views on peace lead them into conflict. 231 233 415 479 480 661
- Tsunade — fellow Sannin and longtime friend. They support one another through Konoha’s crises and eventually travel together after the village’s fall. 415 607 608 707 724
- Orochimaru — former teammate and close friend. Jiraiya pursues Orochimaru relentlessly but struggles with their shared history. 232 430 607
- Nagato — former student and wielder of the Rinnegan. Jiraiya seeks to redeem him and accepts responsibility for failing to guide him properly. 608 637 641 644
- Yahiko and Konan — former students alongside Nagato; Yahiko’s death weighs heavily on Jiraiya’s efforts to address the Akatsuki. 608
- Fukasaku and Shima — Mount Myōboku’s Toad Sages and Jiraiya’s Sage Mode partners. 641 643
- Sarutobi Hiruzen — former teacher. Jiraiya respects Hiruzen but resents the decision not to let him raise Naruto. 231 607
- Uchiha Obito — Jiraiya identifies him as the likely surviving Uchiha connected to the Nine-Tails Incident and pursues him after his use of Kamui. 660 665
Story Role / Major Arcs
First Meeting with Naruto
Jiraiya encounters Naruto outside a women’s bathhouse and immediately recognizes Minato’s resemblance in him while sensing the Nine-Tails sealed within him. Though both know each other’s identities, they initially act as strangers. 228 230
He offers to personally train Naruto for the Chunin Exams, emphasizing his status as a Sannin. Naruto refuses in order to prioritize his own Flying Thunder God and Nine-Tails chakra training, though Jiraiya ultimately accepts the decision and warns him about the danger of losing control to the Nine-Tails. 231 233
Search for Tsunade and Pursuit of Orochimaru
After declining the Fifth Hokage position, Jiraiya seeks Tsunade as Konoha’s preferred successor and asks Naruto to accompany him. Naruto refuses a second offer of personal mentorship. 266 267
Later, Jiraiya tracks Orochimaru across several countries and locates one of his bases. Orochimaru escapes after delaying him with subordinates and escape methods, suffering only a minor injury. 430
Naruto’s Defection and the Snow Ninja Village
Jiraiya takes responsibility for bringing Naruto back to Konoha, motivated by guilt for his absence during Naruto’s childhood. Tsunade and the Hokage Advisors authorize the mission while warning him about Danzō and Root. 415
He later enters the Land of Snow openly under Naruto’s orders and witnesses the Snow Ninja Village’s prosperity and devotion to its Snow Shadow. Jiraiya compares Naruto’s leadership presence to both Minato and the First Hokage. 477
During their private reunion, Naruto reveals that he has broken the Eight Trigrams Sealing Style and fully controls the Nine-Tails’ chakra. Jiraiya tries to dissuade Naruto from pursuing peace through violence, but Naruto refuses to abandon his path. 478 480
Akatsuki War
Jiraiya investigates Amegakure’s outskirts, is disturbed by the devastation of war, and proposes negotiating with the other Kage to avoid a costly conflict with Akatsuki. 637
When Pain attacks, Jiraiya identifies that the Six Paths are separate bodies rather than the true wielder of the Rinnegan. He enters Sage Mode to confront Nagato and attempts to stop his former pupil. 608 641
Jiraiya discovers Pain’s absorption, resurrection, attraction, and repulsion abilities. After the Super Shinra Tensei devastates the battlefield, he accepts that force may be necessary to stop Nagato. 643 644
Final War and Fall of Konoha
Jiraiya faces Naruto repeatedly alongside Tsunade and other Kage-level allies. He uses Sage Arts, Needle Jizō, and attempts to prepare the Toad Sage Song, but Naruto’s superior strength and prior knowledge prevent the genjutsu from being completed. 670 671
As Konoha prepares to resist Naruto, Jiraiya studies and performs the Impure World Reincarnation Jutsu using Root’s research. The attempt cannot summon the past Hokage conventionally because their souls are held within the Death God, though Kushina is successfully reanimated. 680 683 684
Following Konoha’s defeat, Naruto spares Jiraiya and Tsunade, recognizing that they were not responsible for the village’s past crimes. Jiraiya leaves with Tsunade, finally releasing much of the obsession that had governed his life. 707
Epilogue
After learning that Naruto and Sasuke have entered Mount Myōboku and injured Gamabunta, Jiraiya returns through reverse summoning in hopes of mediating. They have already departed by the time he arrives. 724
Having accepted that Naruto’s new order did not destroy the world as he feared, Jiraiya chooses to spend his remaining years travelling peacefully with Tsunade. 724
Notable Quotes
“Violence is not the best way to solve every problem. War will only cause hatred to accumulate endlessly. Humans must understand one another; only then can true peace be ushered in.” 479
Trivia
