History

During the Third Shinobi World War, Konoha faced pressure on several fronts. Its forces fought Iwagakure around Kannabi Bridge, where Uchiha Jun defeated Roshi and Han, forcing Iwagakure’s main force to retreat and allowing Konoha to recover lost defensive positions 116.

The village’s internal balance deteriorated after the Land of Fire daimyo installed three advisers in Konoha with authority equal to the Hokage’s advisers. At a subsequent high-level meeting, the Uchiha Clan was seated behind the Hokage-aligned clans despite being Konoha’s largest ninja clan, underscoring its diminished standing 48 60.

Shimura Danzō’s alleged actions—including an attack on the Daimyo Palace, the capture of the Raikage, and the use of Wood Release—created an international crisis. Sarutobi Hiruzen concluded that Konoha could no longer protect him and ordered Danzō to defect 56.

Following the war, Uchiha Jun and Uchiha Fugaku planned to reshape Konoha’s leadership by securing daimyo support and backing Orochimaru’s succession as Fourth Hokage 135 153. Under Orochimaru and Fugaku’s management, Konoha later became the foremost of the Five Great Shinobi Villages in fiscal strength 195.

Government and Political Structure

• Hokage administration — Sarutobi Hiruzen convened jonin, clan heads, and daimyo-appointed advisers at the Hokage Building during the wartime political crisis 60.

Security Crisis: Genno’s Explosive Tags

Genno of Kagero Village infiltrated Konoha as a carpenter and spent two and a half months planting Explosive Tags throughout the village. His intended attack was abandoned only because Kagero Village was destroyed before the plan could be activated 142.

The threat was later uncovered when tags were found beneath Konoha’s commercial streets. At least seventeen burial sites and more than thirty thousand tags were identified; their interconnected sealing arrays could have caused a chain detonation capable of erasing the village 146.

Uchiha Jun located and interrogated Genno, using genjutsu to obtain the locations of the buried tags 142. His role in exposing the plot earned him substantial merit and increased authority within Konoha 146.

Infrastructure and Economy

• Konoha expanded by two additional rings and installed extensive electrical and water-pipe networks 195.
• Income from land sales and shop leases alone exceeded the Third Hokage’s former annual fiscal revenue 195.
• The village’s annual fiscal income was projected to surpass ten billion ryō once its remaining commercial streets were completed 195.
• The Konoha Orphanage remained an important local institution; Yakushi Nonō served as its director before Uchiha Jun recruited her and Kabuto Yakushi 146 147.
