Background & History
Danzō operated from Root’s underground base as a Konoha elder and covert power broker. He held deep hostility toward the Uchiha Clan and sought to weaken or eliminate it, while maintaining ambitions for the Hokage position. Root’s authority allowed its leader to secretly investigate, arrest, and interrogate shinobi deemed threats to Konoha without prior Hokage approval. 19 110 201
Uchiha Jun obtained Danzō’s ninja fragments and deliberately chose him as a scapegoat for criminal operations. Jun copied Danzō’s appearance, mannerisms, Wind Release, sealing techniques, and later even his contracted summon, creating incidents that appeared to have been committed by Danzō himself. 19 23 25
When reports reached him that “Shimura Danzō” had attacked the Land of Fire Daimyo Palace, killed nine of the Twelve Guardian Ninja, looted its treasury, and survived Reverse Four-Symbols Sealing, Danzō was genuinely bewildered. He had remained in Root throughout the attack, yet the culprit’s techniques and appearance matched his own too closely to dismiss. 31 32
The framing escalated when further reports linked Danzō to Wood Release, the Baku summon, and the capture of the Third Raikage. He denied possessing those powers, arguing that he would have openly earned military achievements rather than destabilize Konoha if he truly had them. 55
After another raid on the Land of Lightning’s Daimyo Palace was attributed to him, the Five Great Nations blamed Danzō for worsening the war. Konoha issued an S-Rank missing-nin notice charging him with the unauthorized palace raid, treasury looting, diplomatic damage, and prohibited forbidden-jutsu research; the bounty was 300 million ryō, dead or alive.
