Kal'tsit is a senior Rhodes Island leader whose prestige among Babel-era veterans allows her to make exceptional decisions without provoking major internal opposition. She combines medical authority with responsibility for Rhodes Island's internal affairs and major political decisions. 4 126 187

When Outcast brought Kanna aboard, Kal'tsit recognized that the child’s body and resistance to Originium were anomalous. Rather than expose Kanna to outside scrutiny, she and Warfarin agreed to classify the condition as a form of Originium Arts, restrict access to Kanna’s blood examinations, and keep the medical records confidential. 3 51

Kal'tsit arranged Kanna’s Operator test and ultimately accepted her into Rhodes Island, reasoning that sheltering and feeding a non-hostile but unknown being was preferable to leaving her unprotected. Making Kanna an Operator also gave Rhodes Island grounds to control her examinations and preserve their secrecy. 4

Kal'tsit is cautious, rational, and highly protective of Rhodes Island. She routinely considers information leaks, political consequences, and the safety of her personnel before acting, even when urgent circumstances demand decisive intervention. 3 57 80

Her stern demeanor often clashes with Kanna’s mischievous behavior, but she consistently accommodates, guides, and protects the child. Their relationship gradually becomes familial enough that Kanna comes to regard Kal'tsit as a parent figure. 29 30 145
