Land of Rain Campaign

Konoha entered the Land of Rain through Tsunade’s force. Guided by Uchiha Xiao’s True Sight Eye, the unit bypassed Rain ninja main forces, avoided poison gas, and reached a Rain village without losses. 9 11

While stationed in the village, Xiao required his troops to treat civilians as civilians rather than loot targets: they slept along the streets, kept a path open for residents, and assigned twenty ninja to patrol. When two wounded Konoha ninja attempted to break into a home, the patrol detained them despite their affiliation. The local villagers gradually came to trust the unit’s discipline. 11 14

Konoha then coordinated a three-gate siege of Yuji City. Tsunade held the east, Jiraiya the south, and Orochimaru the north, while supply convoys were intercepted and the defenders were pressured through a cycle of advance, retreat, and renewed encirclement. 18 19 An ambush by Chiyo and Ōnoki forced Konoha to retreat and regroup, but Xiao’s subsequent plan to expose Iwagakure’s vulnerability to Kumogakure prompted Ōnoki to withdraw. 21 22

Konoha occupied Yuji during the campaign, then concluded the conflict with reparations rather than permanent occupation. 24 25

Uchiha Integration

Before Uchiha Xiao’s reforms, the Uchiha Military Police Force was widely disliked. Uchiha Hirotomo believed unchecked slander and the force’s continued arrests had damaged the clan’s reputation, turning it into a symbol of abuse rather than public protection. 29

The Uchiha became the first major clan to formally pledge full support to Hiruzen’s administration. Their move was followed by cooperation with Ino–Shika–Chō and later public declarations from other clans, strengthening Hiruzen’s political position. 30 32 35

After the Sunagakure war, Konoha formally recognized the Uchiha as an “Honorable Family” and elevated Xiao to Konoha Elder status. 88 Xiao later transferred part of the Police Force’s authority to other clans, transforming it from an exclusively Uchiha institution into a broader Konoha body. 93 94 95

War with Sunagakure

When Sunagakure invaded, Konoha appointed Shimura Danzō commander-in-chief and made Uchiha Xiao and Nara Rokumei vice-commanders. 37 50 The Uchiha’s commitment of 1,000 ninja distinguished them from other clans and prompted Hiruzen to publicly thank them as defenders of the village. 48 49

Konoha’s operational plan divided the campaign between open engagements at Kashiwagi and Choga and a covert Uchiha advance through Ishida. Xiao’s force crossed Mt. Dayu, destroyed Sunagakure granaries, seized Mt. Kikyo and Mt. Domi, and struck the enemy from the rear. 50 51 54 55 Danzō’s main force then exploited the opening to force Sunagakure’s retreat. 58 59

The ensuing peace agreement granted Konoha 100 million ryō in compensation and 10% of Sunagakure’s mission volume. Part of the reparations was reserved for pensions for fallen ninja, while the remainder was allocated to village development. 83 88

The Uchiha contingent lost 200 of its 1,000 deployed members: 40 Jōnin, 60 Chūnin, and 100 Genin. 93

Security and Civil Order

• Konoha’s Rain campaign force enforced the Five-Kill Prohibition, with Xiao threatening punishment for any ninja who challenged Tsunade’s authority or violated discipline. 17
• The Police Force expanded its structure after the war through civil and law-enforcement examinations, with Nara Qingfeng and Nara Mingyue selected as Xiao’s secretaries. 100
• Xiao’s patrol and investigative reforms were presented as Konoha’s defense against espionage, secret-technique theft, and attempts to seize bloodline limits. 102
• When Kumogakure operatives kidnapped a Hyuga main-family member, Xiao pursued them beyond Konoha, rescued the victim, and returned to a reception led by Hiruzen, Danzō, and Hyuga representatives. 104 106

Foreign Relations

• Land of Whirlpools / Uzumaki Clan — Regarded as an ally of Konoha; Mito considers an attack on the Land of Whirlpools inconceivable given that alliance. 7
• Land of Rain — Konoha’s campaign defeated Rain’s forces, occupied Yuji temporarily, and ended with a treaty and reparations. 24 25
• Sunagakure — Invaded Konoha, suffered defeat in the subsequent campaign, and signed a peace treaty requiring major compensation and mission concessions. 49 83
• Kumogakure — Signed a later peace agreement with Konoha in exchange for 5,000 yaks. Relations deteriorated after Kumogakure’s attempt to seize a Hyuga bloodline limit. 89 104 111
• Iwagakure — Reached a peace agreement with Konoha, providing jade and agate valued at 80 million ryō. 89
