Background / History

Hiruzen is newly installed as Konoha's Third Hokage at the outset of the Second Shinobi World War. When Shimura Danzō urges him to hand Uchiha Xiao over for interrogation over Xiao's contact with Tsunade and Uzumaki Mito, Hiruzen rejects the proposal, asserting that the Uchiha remain Konoha's force during wartime. 3

Following the Land of Rain campaign, he receives Uchiha Hirotomo and Uchiha Xiao at the Sarutobi compound. Their visit formally signals the Uchiha clan's support for his leadership, which Hiruzen recognizes as a major political gain. 30

As Sunagakure prepares to invade, Hiruzen accepts the clans' recommendation to appoint Danzō commander-in-chief. He orders all forces to obey military law and later reveals that Xiao—not Tsunade—devised the decisive strategies used in the Land of Rain. 37 38

During the Hyuga kidnapping crisis, Hiruzen praises Xiao for rescuing a Hyuga main-family member and accepts the Hyuga clan's pledge of loyalty. Hiruzen is decisive and commanding in his prime. He invokes his authority directly against Danzō, enforces military law during the Sunagakure invasion, and is willing to personally enter the front lines when Konoha's position demands it. 3 37 65

He is also politically attentive. He understands the value of the Uchiha clan's support, tests the allegiance of clan leaders during meetings, and rewards Xiao's contributions with official authority. 30 35 88 95

Despite initially favoring benevolence and a reputation for mercy, Hiruzen can reconsider his position when presented with practical consequences. Xiao's argument that a victory without compensation would alienate Konoha's clans persuades him to take a firmer negotiating position. 79 80
