Background / History

The Masked Man directs Akatsuki’s recruitment from the shadows. He dispatched Konan to recruit Sasori of the Red Sand; Sasori’s death at Chen Xiaoxi’s hands instead brought Chen into the organization. Pain and Konan formally accepted Chen without consulting him, prompting the Masked Man to return and investigate this uncontrollable new member. He regarded Chen as a potential threat to the Eye of the Moon Plan because of his Super Kage-level strength and unknown techniques 3 10.

He later entered Akatsuki publicly as Tobi, an exaggerated, noisy “intern.” This persona concealed both his authority and his Mangekyo Sharingan ability, Kamui. Pain assigned Tobi as Chen Xiaoxi’s temporary partner in the mission against Orochimaru, allowing the Masked Man to observe Chen directly. He concluded—incorrectly—that Chen’s abilities derived from an ocular kekkei genkai called the Wicked Eye of the Tyrant 11 12 15 18.

After Konan determined that Chen’s suspicious book was merely an ordinary novel, the Masked Man suspended the investigation. He nonetheless continued covert surveillance through White Zetsu disguised as Amegakure residents, monitoring Chen’s residence continuously 19 20 35.

In his serious identity, the Masked Man wears dark clothing and an orange spiral mask that leaves only his right eye visible. As Tobi, he wears the Akatsuki’s red-cloud black robe and adopts deliberately comic mannerisms 10 11.

Personality

The Masked Man is calculating, suspicious, and deeply concerned with controlling Akatsuki. Chen Xiaoxi’s unexplained arrival frustrates him precisely because Chen is a variable he cannot readily manipulate. He prioritizes the Eye of the Moon Plan over personal disagreements and avoids directly confronting Chen when the available intelligence is insufficient 10 20.

He habitually performs multiple identities. As “Madara Uchiha,” he speaks in a low, intimidating manner and negotiates with Danzo as an equal. As Tobi, he acts excitable, foolish, and weak to conceal his true authority and Kamui.
