Just as the first light of dawn appeared on the horizon, Naraku and Shisui had already arrived at the entrance to the Senju Clan's territory.
Today was Konoha's final day of assaulting Iwagakure. Although Iwagakure no longer had much ability to resist, Naraku and Shisui still decided to make the trip just in case.
Actually, since Shisui had successfully altered Ōnoki's will, Tsunade and the others could have simply sent Ōnoki back to Iwagakure and had him announce, in the name of the Tsuchikage, that Iwagakure would submit to Konoha.
However, neither Tsunade nor the others had considered that option. While it could make Iwagakure submit to Konoha, the villagers and elders of Iwagakure were not fools.
They would easily notice that something was wrong with Ōnoki. That would leave most Iwagakure shinobi with a shred of hope, believing that Ōnoki had only chosen to surrender to Konoha because he was under someone's control.
If they could dispel the genjutsu controlling Ōnoki, then he would lead Iwagakure to independence once more.
That was not the outcome Tsunade and the others wanted. They wanted to utterly crush Iwagakure's confidence—at the very least, to break this generation psychologically. Tsunade wanted to ensure that they would never again dare to harbor thoughts of resistance.
That required forceful suppression. Though it might cause some casualties, it was unavoidable. As long as the Shinobi World could ultimately achieve true unification, sacrificing some people would be worth it.
Still, Tsunade had issued several orders to Konoha's shinobi forces. One of them was that they were absolutely forbidden from slaughtering civilians.
Another was that Iwagakure shinobi who surrendered to Konoha were not to be killed either.
Konoha's shinobi all accepted these orders, because they were human too.
How could people be without feeling?
