Chiba rallied Konoha’s clans and civilians against Sarutobi Hiruzen’s leadership, secured the Daimyo’s backing, and took control of the village. The arc ended with Chiba becoming Fifth Hokage and appointing Kakashi and Shisui to reform Anbu.

• Chiba won Shikaku Nara, Aburame Shibi, Shisui Uchiha, Fugaku Uchiha, Hiashi Hyuga, and other clan leaders to his side by exposing the old leadership’s wartime failures and corruption.
• Fujiwara delivered the Daimyo’s decree recommending Chiba for Fifth Hokage and cutting Konoha’s funding until a new Hokage took office, prompting the major clans and civilian ninja to declare support for Chiba.
• Chiba took temporary control of Konoha, assigned the Ino-Shika-Cho Clans to manage village administration, and gave the Uchiha, Hyuga, and Aburame Clans key security and intelligence duties.
