Geography & Natural Resources

Clear Sand River originates in the Cloud Dream Great Marsh, flows for thousands of li, and enters the Endless Sea northeast of Jade Dragon City. It lies roughly eight hundred li northeast of Jade Dragon City. 157 158

Its lower reaches are broad and relatively calm, with numerous tributaries, wetlands, reed-filled banks, and sandbars. Though the surface currents appear placid, undercurrents run beneath the river. Water spiritual energy is notably dense, supporting aquatic spirit plants and attracting aquatic demon beasts. 158

Clear Sand River Water Manor stands at Returning Dragon Bay in the river's lower reaches, with a low mountain behind it and the river before it. It serves as the river's administrative and defensive center. 158

History

Jade Dragon Palace Administration

Jade Dragon Palace established the Water Manor approximately two centuries before Xu Yuan's appointment to monitor the waterway, collect taxes and tribute, gather local spiritual materials, and protect travelers from water demons. 157 158

The previous garrison commander, Liu Songnian, was a Foundation Establishment Middle Stage guest elder who guarded the river for nearly sixty years. As his qi and blood declined, his administration weakened; Water Manor personnel became unreliable, tribute from the local clans was delayed or reduced, and the waterway fell under increasing threat from demons. 157 158

Xu Yuan's Appointment and the Water Ape Campaign

Xu Yuan was appointed garrison commander by Jade Dragon City and tasked with stabilizing the Water Manor, reopening the waterway, eliminating the water-demon threat, and investigating disloyal local forces. 157

At the time, a low-grade second-rank water ape with a trace of Wuzhiqi bloodline had terrorized the river for roughly half a year, attacking merchant vessels and blocking travel. 157 160

Xu Yuan publicly summoned the Wang, Lin, and Zhao clans to join a demon-slaying campaign, framing the operation as both the destruction of the water ape and the restoration of Water Manor authority. 168 169 After the ape was slain, its remains were distributed publicly: valuable materials were divided among the three clans, while lower-value materials went to Water Manor soldiers and low-level Rogue Cultivators. 172

The campaign ended the ape's intimidation over the river's other aquatic demons. Many fled into remote tributaries or ceased attacking boats and fishing households, allowing trade and routine patrols to resume. 172

Establishment as a Hereditary Fief

Following Xu Yuan's rise as the Vast Blue Dao Champion, Jade Dragon City elevated his position, granted him permanent authority over the Clear Sand River basin, and later formally bestowed the territory as a hereditary fief with autonomous governance. 192 193

The grant transformed Clear Sand River from a temporary administrative post into Xu Yuan's private domain, provided neither he nor his descendants committed rebellion. 193

Local Factions

• Wang Family — One of the three major affiliated clans. It developed trade and regional influence, funded the construction of Dockside Market, and expanded commerce into Blackwater River and Red Sand River. 172 195 196

After the water ape's death, Water Manor taxes and levies increasingly entered the official treasury instead of being diverted by the three clans. The reopening of river routes brought more merchants, travelers, and trade to both banks. 172

Later development under Xu Yuan included:
