The Land of Hot Water.
The Land of Hot Water was a small island in the waters between the Land of Lightning and the Land of Water, close to the Land of Iron. The Hidden Cloud Village and the Hidden Mist Village used it as a staging ground, and ninja armies from both countries poured onto the island in a steady stream.

Raikage A and Mizukage White Lotus stood over a map, planning their routes of attack.
The Land of Iron had a winding coastline and long stretches of beach, offering plenty of landing sites. Only two or three, however, allowed a large army to deploy quickly.
As the commander of the Hidden Cloud Village's first vanguard force assigned to attack Konoha, Lei Houyuan gestured all over the map, endlessly analyzing which beaches suited a large-scale landing and which positions were best for building fortifications.
Hozuki Engetsu was deeply displeased. We're both commanding the first assault teams. Why should we follow your battle plan? Why can't we follow mine?
So Hozuki Engetsu stood up and began explaining his own attack route. For instance, the Hidden Mist Village could attack from the south of the Land of Iron while the Hidden Cloud Village attacked from the north. Once they had landed successfully, the two forces could catch Konoha's army in a pincer attack.
For a while, Lei Houyuan and Hozuki Engetsu argued nonstop, each pushing his own ideas and refusing to yield.
Then the senior officers from both armies also began criticizing the other side's plans.
"Enough!" Raikage A slammed the table and stood up. "We're fighting among ourselves before the war has even begun! How are we supposed to defeat Konoha like this?"
Still furious, the Raikage continued, "I don't understand
