Honest cultivates the image of a genial, lazy, food-obsessed superior, frequently joking with subordinates and pretending to be physically frail. He can abruptly discard the act when challenged, as Brad recognizes that merely walking could not genuinely exhaust him. 20
Behind this demeanor, he is politically calculating, secretive, and ruthless. He withholds operational information, treats expendable agents as acceptable losses, and prioritizes the World Government’s stability, resources, and public image over individual lives. 19 29 120 134 Bred characterizes him as “outwardly tolerant, inwardly jealous; sinister and cruel,” believing his harmless persona conceals the nature required to lead Cipher Pol. 73
He nevertheless values exceptional talent and grants capable subordinates unusual latitude. Honest accepts Bred’s unauthorized alterations to an operation, explains Cipher Pol’s informal privilege for geniuses, and repeatedly rewards Bred with promotions, authority, treasure-vault access, and direct command resources. 43 46 48 134 135
Background / History
After Cipher Pol faced a manpower shortage caused by its expanding focus on pirate and Poneglyph-related threats, Honest personally visited the Cipher Pol Agent Academy. He selected Brad, Esdeath, Melard, and Kurando Akabane—cadets who had not completed training—for an infiltration mission against the Hunter Association. 19 29 When instructor Gozuki objected to risking children, Honest dismissed the concern, arguing that those who died simply lacked sufficient worth. 19
He assigned the four-person team to infiltrate the Hunter Association and collect proof connecting its History and Ancient Ruins Hunters to forbidden research on Poneglyphs and the Void Century. 33 Though he concealed aspects of the broader plan, he approved Bred’s proposal to use a Poneglyph as bait, attracting and eventually eliminating history researchers en masse. 29 34
As Bred’s usefulness grew, Honest elevated him into Cipher Pol-AIGIS0 and authorized him to claim items from the Holy Land Treasure Vault. 46 48 He later entrusted Bred with missions involving the Phantom Troupe, the Roger Pirates, Reverie preparations, Baterilla Island, and the long-delayed suppression of archaeologists researching the Void Century. 55 72 83 120 134

Honest initiates the story’s major Cipher Pol infiltration of the Hunter Association by sending half-trained cadets into the organization. He frames the operation as necessary because established Cipher Pol agents are too recognizable to infiltrate successfully. 19 29
Ohara and the Poneglyph Operation
He supports Bred’s strategy of allowing researchers to approach a Poneglyph before eliminating them, despite acknowledging the risk of casualties if the plan fails. 34 43 Honest later rewards Bred for identifying ancient-text decipherers and for reporting on the threat posed by Nico Robin and other researchers. 46
Reverie and Roger Pirates Campaign
Honest directs Cipher Pol’s Reverie security work and its assistance to the Navy against the Roger Pirates. 72 After Roger reaches Laugh Tale and disbands his crew, Honest gives Bred broad authority to hunt the scattered Roger Pirates. 83
Roger’s Surrender and Public Execution
Upon receiving intelligence that Roger may have left behind a child, Honest becomes unusually grave and sends Bred to investigate Baterilla Island. 102 He later explains the upper ranks’ divided views on exploiting Roger’s remaining political value and confirms the decision to publicly execute him in Loguetown. 104 105
Baterilla Island and Archaeologist Suppression
Honest orders elite Cipher Pol agents to locate and eliminate Roger’s alleged bloodline while avoiding a public scandal that could damage the Government’s reputation. 120 After Bred kills Silvers Rayleigh and Shack Yak, Honest rewards him with treasure-vault privileges but refuses his request to serve in Impel Down, viewing prisoners as Government resources. 134 He then assigns Bred to conclude the operation against Void Century researchers. 134 135
