During his O.W.L. year, Percy was burdened by twelve subjects and feared that Professor Quirrell's impractical Defence Against the Dark Arts teaching would prevent him from earning every certificate. Tver persuaded Percy that the wizarding world was stagnant and structurally unequal, then recruited him as a partner in a plan to reform it through Ministry work and eventual cooperation with Muggles.
